It determines the aims with which the pact was established; the failings of the pact, and the struggle that was undertaken against it by hostile countries. It examines the events surrounding the formation, development and collapse of the pact, and Anglo-American attempts to contain the Soviet Union in the Middle East. It also deals with British and American policies towards the pact and Middle Eastern defence. It seeks to examine British and American post-war defence policies in the Middle East and their collective defence projects in the region, such as the Middle East Command and Northern Tier, leading to the Baghdad Pact. It does not attempt to offer a comprehensive history of British and American policies in the Middle East, and particularly aims to explore those policies with regard to the problems of Middle East defence. In addition, it explores the policies of the local members of the pact, and examines the pact's internal structure. It poses the questions of how the members of the pact and the United States perceived the question of Middle East defence; what their basic aims were; and what problems they faced while trying to achieve these aims and implementing their chosen solutions.

Book excerpt: Gamal Abdel Nasser's 1955 decision to barter Egyptian cotton for Soviet bloc weaponry thrust Egypt onto center stage in the Cold War in the Middle East. What Egypt needed most, and what the United States was uniquely equipped to provide, was economic aid. For the Egyptian government--eager to take rapid strides toward economic development but crippled by a burgeoning population, a paucity of arable land, and a meager reserve of foreign exchange--American economic aid promised to serve as an enormously important crutch. For American policymakers, economic assistance appeared to be an ideal means of developing American influence in Egypt. Few aid relationships in the last three decades can match the drama and significance of the U.S.-Egyptian experience. This study shows how the American government attempted to use its economic aid program to induce or coerce Egypt to support U.S. interests in the Middle East in the quarter century following the 1955 Czech-Egyptian arms agreement. William J. Burns has analyzed recently released government documents and interviews with former policymakers to throw light on the use of aid as a tool of American policy toward the Nasser regime. He also offers valuable observations on the role of the American economic assistance program in the Sadat era.

But there is a growing recognition that the U.S.-Pakistan relationship is one of mutual necessity—“transactional” rather than “strategic.” This pragmatic recognition, along with recent developments (such as the peaceful transfer of power between elected civilian governments, the military’s declining prestige, and the political establishment’s growing willingness to engage constructively with India) and ongoing pressures (such as Pakistan’s youth bulge and energy crisis), give the United States and Pakistan a chance to focus on areas where cooperation is actually possible: civilian aid, trade relations, and support to Pakistan’s private sector. The author based these findings on interviews and rountables involving more than 220 officials and experts during a two-month field visit in Pakistan in late 2012.

Most of the 193 documents included in the book were top secret and have only recently been obtained from Eastern European archives by the PHP project. Andrea Benvenuti shows how, in the early Cold War, Nehru seized the opportunity accorded by the conference to transcend growing international tensions and pursue an alternative vision: a neutralised Asian ‘area of peace’, underpinned by a code of conduct based on the five principles of peaceful coexistence. Relying on Indian, Western and Chinese archival sources, Nehru’s Bandung focuses on the policy concerns and calculations, as well as the international factors, that drove a sceptical Nehru to support Indonesia’s diplomatic push for such a gathering. It reveals how, in Nehru’s estimation, Bandung also served a further important purpose—securing China’s commitment to peaceful coexistence, without which stability in Asia would be illusory. Nehru’s support for an Asian-African conference did not derive from an emotional commitment to Afro-Asian internationalism. Instead, it stemmed from a desire to promote a ‘third way’ in an increasingly polarised world, and to forge a stable regional order—one that would enhance India’s external security and domestic prosperity.
