Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

Book excerpt: Buying into Change examines how the development of a mass consumer society under the dictatorship of General Francisco Franco (1939–1975) inserted Spain into transnational consumer networks and set the stage for Spain’s transition to democracy during the late 1970s. This transition is broadly significant to both a Spanish public still struggling to redefine their society after Franco and to scholars who have long debated the origins of Spain’s current democracy, yet many aspects of it remain largely unexamined. Buying into Change incorporates mass consumption into our understanding of Spain’s democratic transition by tracing the spread and social impact of new foreign-influenced department stores, of imported innovations such as modern mass advertising, and of consumer magazines that promoted foreign products. Initially, these enterprises backed Franco’s conservative policies, and the regime in turn encouraged consumption in order to improve its image both domestically and abroad. Spain’s new globally oriented commerce ultimately sold retailers and shoppers not just foreign ways of buying and selling but also subversive ideas. Imported 1960s fashions brought along countercultural notions on issues such as gender equality. And as Spaniards consumed more like their foreign neighbors, they increasingly viewed themselves as cosmopolitan and European and identified with liberal political conditions abroad, undermining Francoism’s doctrine of national exceptionalism, thus laying the social foundations for democratization and European integration in Franco’s wake.

During his presidency (1945-1953), the State Department and the Department of Defense lobbied Truman to form an alliance with Spain to leverage that nation's geostrategic position, despite Francisco Franco's authoritarian dictatorship. Truman's negative views on Spain developed from his Baptist upbringing and youth during the Spanish-American War and his first term in the US Senate. As a Freemason and Protestant, Truman struggled to overcome his bias against a regime that persecuted those with similar affiliations, and whose politics were set against the liberal democracy, the workers and farmers the "Man from Independence" championed throughout his career. The eventual alliance between the two countries came only after years of argument for such a shift by nearly the entire US diplomatic and military establishment. Truman begrudgingly accepted an agreement with the Spanish government after years of pressure, and with the overarching need for allies during the Cold War. This delay increased the financial cost of the 1953 defense agreements with Spain, undermined US planning for the defense of Europe, and caused dysfunction over foreign policy at the height of the Cold War. Truman never reconciled to this accommodation, continuing to consider Spain, its history, and culture with a mix of apathy and derision.
