Book excerpt: Generational accounts provide answers to a simple question: how much will future generations have to pay in net taxes as compared to today`s generations? In this paper, we review the concept of generational accounting and provide estimates for Sweden, where public finances deteriorated substantially after 1990. Accounts are computed on the basis both of policies in place in September 1994 and of subsequent measures adopted before end-1994. The results suggest that the measures will improve significantly the relative position of future generations, who would nevertheless continue to face a large net tax burden.

Because I want to find out whether the Swedish fiscal policy was counter-cycle compared to the EMU states1 or not. The EMU states have the Stability and Growth Pact (SGP) which set rules for their fiscal policies the pact was introduced in 1999 with the start of the EURO in 1999 began a change and the last actual data I found was 2004 that's why I choose this period. Among other things I want to figure out if the SGP has a negative effect on the fiscal policy in a recession. I start the paper with presenting the so called "Swedish Model" and the changes and development of the 1990s. Then I will present the Institutional framework in Sweden and the Budget process. After this I will present a definition of fiscal policy and start with the examination of the Swedish fiscal policy 1999-2004 present the methods I use and analysis the period. Then I compare the Swedish development with the EMU states and try to find out if the SGP has a pro-cyclical effect on the fiscal policy this would mean for example in a recession that the downtown takes longer and the economic fluctuation is stronger than without the SGP. In the end I present my conclusion and have a brief discussion. In this paper I will not cover aspects of tax development, labour market and monetary policies because of the lack of space.

Book excerpt: This paper takes a step toward providing a general equilibrium framework within which to study the nub of the current fiscal debate around the world: what are the tradeoffs between short-run stabilization and long-run sustainability when the perceived riskiness of government debt depends, in part, on the current and expected fiscal environment in place? We calibrate a simple model to Swedish fiscal data in two periods: before and after the financial crisis of the early 1990s. We compute the dynamic fiscal limit, which depends on the peak of the Laffer curve, for the pre-crisis and three alternative post-crisis fiscal policies. The model simulates the macroeconomic consequences of alternative policies in the face of the sequence of bad output shocks that Sweden experienced from 1991-1997.

It suggests that good policies that secure the soundness of Swedish international banking groups are expected to benefit borrowers not only in Sweden but across the region.
