But development has been uneven and has taken a toll: As recently as the early 1980s, nearly a quarter of the city's almost three million inhabitants did not have running water in their homes. At the same time, heavy industry - especially steel, iron, chemical, and paper works - were major users of water in their production processes.Extensive industrialization coupled with a lack of infrastructure development astonishing in a major industrial city raises serious questions about the process of planning urban services in Mexico. Bennett uses the water crisis of the 1980s as a lens through which to reveal this planning process and the provision of public services in Monterrey. She finds three groups who were central to the evolution of the city's water system: federal and state government leaders, the regional private sector elite (the Grupo Monterrey), and women living in the low-income neighborhoods of the city.Bennett unravels the politics of water in Monterrey by following three threads of inquiry. First, she examines the water services themselves - what was built, when, why, and who paid for them. She then reveals the response of poor women to the water crisis, analyzing who participated in protests, the strategies they used, and how the government responded. And, finally, she considers the dynamics of planning water services for the private sector and the government in investment and management. In the end, Monterrey's water services improved because power relations shifted and because poor women in Monterrey used protests to make national news out of the city's water crisis.The Politics of Water makes a significant contribution to the emerging scholarship on regional politics in Mexico and to a deeper understanding of the Monterrey region in particular. Until recently, most scholarly writing on Mexico spoke of the national political system as a monolithic whole. Scholars such as Vivienne Bennett are now recognizing the power of local citizens and the significant differences among regions when it comes to politics, policy making, and governmental investment decisions.

This is the first biography to appear in English about one of these charismatic figures, who is known in his country by his adopted nickname of "Little Ray of Hope." The book follows López Obrador's life from his early years in the flyspecked state of Tabasco, his university studies, and the years that he lived among the impoverished Chontal Indians. Even as he showed an increasingly messianic élan to uplift the downtrodden, he confronted the muscular Institutional Revolutionary Party in running twice for governor of his home state and helping found the leftist-nationalist Democratic Revolutionary Party (PRD). As the PRD's national president, he escalated his political and ideological warfare against his former president, Carlos Salinas, and other "conspirators" determined to link Mexico to the global economy at the expense of the poor. His strident advocacy of the "have-nots" lifted López Obrador to the mayorship of Mexico City, which he rechristened the "City of Hope." Its ubiquitous crime, traffic, pollution, and housing problems have made the capital a tomb for most politicians. Not for López Obrador. Through splashy public works, monthly stipends to senior citizens, huge marches, and a dawn-to-dusk work schedule, he converted the position into a trampoline to the presidency. Although he lost the official count by an eyelash, the hard-charging Tabascan cried fraud, took the oath as the nation's "legitimate president," and barnstormed the country, excoriating the "fascist" policies of President Felipe Calderón and preparing to redeem the destitute in the 2012 presidential contest. Grayson views López Obrador as quite different from populists like Chávez, Morales, and Kirchner and argues that he is a "secular messiah, who lives humbly, honors prophets, gathers apostles, declares himself indestructible, relishes playing the role of victim, and preaches a doctrine of salvation by returning to the values of the 1917 Constitution-- fairness for workers, Indians' rights, fervent nationalism, and anti-imperialism."

Book excerpt: This study examines the development of the crisis in Mexico, with the primary focus on the 6-year term of President Carlos Salinas de Gortari and the first few months of his successor, President Ernesto Zedillo Ponce de León. It poses the question of how a country with such seemingly bright prospects as Mexico in the wake of the North American Free Trade Agreement (NAFTA) approval by the U.S. Congress could so quickly plunge into crisis. The answer is that these problems had been festering for some time. By 1994, a combination of factors–including recurrent economic crises, a failure to introduce meaningful political reforms, the social devastation wrought by neoliberal economic policies, continuing corruption and mismanagement by Mexican political and economic elites, human rights violations, and the growing power of narcotraffickers–was sufficient to destabilize what had long been considered one of the most stable countries in Latin America. The prospects for the future are mixed, at best. While some substantive political, judicial and police reforms have been belatedly made, serious doubts remain as to how far President Zedillo will be willing/able to go in challenging the power and perquisites of the traditional government/Partido Revolu- cionario Institucional (PRI) elite and the narcotraffickers. A major threat to these elements would probably in itself be destabilizing; it could also be personally dangerous for Zedillo at a time when political assassinations are becoming increasingly commonplace. Moreover, corruption and inefficiency are so ingrained in the political institutions and practices at all levels of Mexican society that nothing short of a wholesale cultural revolution seems likely to solve the basic problem. Such fundamental changes in values are notoriously difficult to carry out and would take years, indeed decades, to accomplish. Thus, while the economy may pick up in a year or two and significant advances in democratization may occur, political violence and social turmoil will continue, at least in the short-to-medium run. In turn, this will pose serious problems for the United States, especially in the areas of illegal immigration, narcotrafficking, and all the costs and dangers they pose for American society.
