Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present. China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion. The railroads persisted because they were exemplary bureaucratic institutions. The case for that honour requires a definition of “railway” based on a long-run sense of history-but any serious look at railways calls for a long-run view.In 1829, only four years after the opening of the Stockton and Darlington in County Durham, England, the railway age came to Cape Breton. The first lines on the island used horse-power for more than two decades. Steam locomotives did not arrive until 1853. In The Train and the Telegraph, Benjamin Sidney Michael Schwantes argues that uncertainty, mutual suspicion, and cautious experimentation more aptly describe how railroad officials and telegraph entrepreneurs hesitantly established a business and technical relationship. The two industries, Schwantes reveals, were drawn together gradually through external factors such as war, state and federal safety regulations, and financial necessity, rather than because of any perception that the two industries were naturally related or beneficial to each other.
