Book excerpt: The structure, history, objectives, and delivery of vocational education in the Netherlands were characterized through a review of existing documents explaining/regulating the Dutch vocational system and input from representatives of government, business, and labor. Vocational education was discussed within the context of the Dutch political and administrative structure, population and labor force, economy, and educational system as a whole, and its development was traced from the integration of vocational education into secondary education in 1968. Initial training and the training of employees and employers in the Netherlands were detailed along with the legislative and financial framework of vocational education. Employment trends and the present/future position of various target groups and vocational education's present and likely future were outlined. The following were among the policy dilemmas identified: tension between substantial growth in participation in higher forms of education and the improvement of success rates; special needs of late developers and dropouts; need to determine the optimum blend of government control and independence; and conflicting demands for higher levels of vocational education and limits on public spending. Available in PDF, EPUB and Kindle. Book excerpt: A study was conducted to document and analyze the financing flows and flows of people in adult vocational education in the Netherlands. The study sought to determine the following: (1) the activities geared to adult vocational education; (2) the flows of people into and out of adult vocational education; and (3) the financial flows, the allocation of funds, and the financial instruments. The study reported very preliminary findings only because of time constraints and the extremely complex nature of vocational education in the Netherlands. Some of the findings were as follows: (1) adult vocational education is still in the developmental stages; (2) new legislation on vocational education is still in preparation; and (3) data on content and finances are too fragmented to present a general picture. The study found that despite the growing interest in adult vocational education, the money spent on it in the Netherlands is modest compared to other European Economic Community states. The study discovered that from 1980 to 1985 participation in adult education increasingly became an activity for young people (aged 16 to 24), men, employees, and the better educated. It also found that larger firms are more likely to provide training than smaller firms. The study recommended that more attention be paid to training older workers, since there will soon be fewer young workers. (Appendices include technical data on the study, examples of financial and labor market policy instruments, the questionnaire for a survey of company training programs, and data tables. Like elsewhere, the impetuses for these reforms are directed to generating a more industry-responsive, locally-accountable and competence-based vocational education system. Each wave of reforms, however, has had particular emphases, and directed to achieve particular policy outcomes. Yet, they are more than mere versions of what had or is occurring elsewhere. The study is based on a conceptual and analytical framework jointly elaborated by the Organisation for Economic Cooperation and Development Secretariat and representatives of member countries. Organized in two parts, the first part of the report focuses on the following themes: the organizational conditions for shared responsibility and cooperation of government and industry in developing open and effective pathways for education and training; the successful expansion of high-quality vocational-technical education and training at the postcompulsory stage and in higher education; the consolidation of vocational education and training institutions, and the importance of organized industry involvement at the level of sectors and branches of economic activity. Following a general overview of these themes, the second part of the report describes developments in four areas of economic activity that have affected the needs and demands for knowledge and skills: tourism, the printing industry, installation technology, and computer numerical control (CNC) machining and flexible production automation. These sectoral case studies reveal that shifts in vocational education and training run parallel to changes in industry structures. The national and sectoral qualification structure presently in elaboration will reinforce the integration of school- and firm-based pathways, and thereby better harmonize training with industry needs.
