Given these issues, the Department of Health and Human Services' Office for Human Research Protections commissioned the Institute of Medicine to review the ethical considerations regarding research involving prisoners. Later he was transferred to the adjacent low security Federal Correctional Institution (FCI). In 2008, he won his appeal and was released from federal prison on July 18, 2008 after serving nearly 36 months in federal confinement. This, as he likes to say, was a life and career changing experience.
