Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: The individualistic ideas expressed in the Constitution of the United States have made it increasingly difficult to enact laws that are necessary to meet the needs of a rapidly changing economic and social order. Though the laboring classes have become relatively more important and the problems of the working people have been intensified by great economic changes, our law-makers are still guided by principles applicable a century ago. The new social problems engendered by modern industry have become national in scope and their solution is not encouraged by our system of government. The Depression beginning in 1929 has brought to the attention of the American people the inability of labor to protect itself against the loss of jobs and income; likewise, it has emphasized the importance of the part the federal government can play in the welfare of the laboring classes and in the prosperity of the entire nation. Intelligent public opinion in favor of federal action is becoming more pronounced. This is due to the fact that under existing conditions, as far as commerce is concerned at least, state boundaries are nothing more than imaginary lines; the labor problems of one state are very similar to those of any other state. If we are to appraise the new nationalistic attitude regarding the relationship of the laboring classes and the federal government we should first set for ourselves the task of ascertaining the extent to which the working people have been affected by the enactment of federal laws. The purpose of this study shall be to study and evaluate the part played by the federal government in the passage of laws relating to labor and to suggest in the light of recent experiences the possible future developments in the field of national labor legislation. There is reason to believe that, relatively and absolutely, such laws in the interest of labor will increase. The inability of the states to handle industrial problems common to and affecting all laborers will become more apparent as the social problem takes on a larger scope.
