It speaks for itself, and in prospecting to find the true solution of the Federal Defence of Australia, I hope to have found the true colour. My scheme will be regarded as an advance upon the Commandants' scheme, which has been circumscribed by political and retrenchment considerations. The Colonies will not always be preach ing retrenchment, therefore, the scheme which I venture to propound will be found both practical and permanent. This book is based on wide-ranging research in collections of personal and official papers in Australia, Britain, the United States and Canada and offers original insights into Australia's political culture. In taking the story up to the outbreak of the European conflict it shows the great impact that the looming presence of East Asia had on Australia's perception of the world and on the evolution of a distinctive defence and foreign policy. It tells the story of how in an age of race nationalism the fear of Asia led first to the making of the Commonwealth and the White Australia policy and then after Japan's defeat of Russia in 1905 to the potential prospect of a military invasion from the north. This sense of an 'Australian Crisis' pervaded the whole society and found expression in poetry, plays, novels, cartoons, at least one film, newspaper editorials as well as political speeches. To meet this threat Australian leaders, against all the advice from the British authorities, introduced compulsory military training and established a navy and a fledgling air force. The outbreak of the European war found the Australians resentful about the British betrayal and anxious to know what the Empire's involvement in that conflict might mean for the Pacific. This divergence of security concerns created tension between Australia's community of culture and its community of interest, between its British identity and its geopolitical circumstances.

During the war, Japan fought Germany in Asia and afforded protection to Australia. After the cessation of hostilities of the Great War, a peace conference was convened in Paris that commenced on 18 January 1919 and concluded on 28 April 1919, after some three and a half months of intense debate, discussions and negotiations among the representatives of various participating countries. Japan, as a victorious ally and as one of the Five Powers of the day alongside Britain, the US, France and Italy, participated in Paris Peace Conference. In the conference, Japan proposed the enshrinement of the principle of racial equality in the Covenant of the League of Nations. This Racial Equality Bill, despite the tireless efforts of the Japanese delegates, was rejected. Rejection of Racial Equality Bill contends that a number of factors converged to defeat the Japanese proposal. Resolute opposition by the Prime Minister of Australia William Morris Hughes to racial equality was the single most crucial factor that led to the rejection of the Japanese proposal.

Book excerpt: In 1902, the British government concluded a defensive alliance with Japan, a state that had surprised much of the world with its sudden rise to prominence. For the next two decades, the Anglo-Japanese alliance would hold the balance of power in East Asia, shielding Japan as it cemented its regional position, and allowing Britain to concentrate on meeting the German challenge in Europe. Yet it was also a relationship shaped by its contradictions. Empire Ascendant examines how officials and commentators across the British imperial system wrestled with the implications of Japan's unique status as an Asian power in an international order dominated by European colonial empires. On the settlement frontiers of Australasia and North America, white colonial elites formulated their own responses to the growth of Japan's power, charged by the twinned forces of colonial nationalism and racial anxiety, as they designed immigration laws to exclude Japanese migrants, developed autonomous military and naval forces, and pressed Britain to rally behind their vision of a 'white empire'. Yet at the same time, the alliance legitimised Japan's participation in great-power diplomacy, and worked to counteract racist notions of a 'yellow peril'. By the late 1900s, Japan stood at the centre of a series of escalating inter-imperial disputes over foreign policy, defence, migration, and ultimately, over the future of the British imperial system itself. This account weaves together studies of diplomacy, strategy, and imperial relations to pose searching questions about how Japan's entry into the 'family of civilised nations' shaped, and was shaped by, ideologies of race.

It reconstructs the ways these conflicts were understood and reflected in the colonial and British press, and how commentators responded to the shifting circumstances that shaped the mood of their coverage. Studying each conflict in turn, the book explores the expressions of feeling that arose within and between the Australian colonies and Britain. It argues that settler and imperial narratives required constant defending and maintaining. This process led to tensions between Britain and the colonies, and also to vivid displays of mutual affection. The book examines how war narratives merged with ideas of territorial ownership and productivity, racial anxieties, self-governance, and foundational violence. In doing so it draws out the rationales and emotions that both fortified and unsettled settler societies.
