Book excerpt: As DOD's percentage of the budget continues to decline, there is an increasing need to get more for the defense door. Weapon system warranties which are now required by law are one way to achieve this objective. Congress has requested that only cosnt-effective warranties be procured. Consequently, DOD is requiring all services to conduct cost/benefit studies of warranties. This thesis considered the information required to conduct such an analysis and investigated the availability of such information by looking at the F-16 Reliability Improvement Warranty Contract as an example. A simple theoretical manufacturer's cost model of warranty relationships is used as a reference in identifying the overall structure and general types of information discussed by the model. the research concluded that critical information necessary to perform valid cost/benefit or effectiveness assessments of warranties is missing.

Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS) * at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thougtit that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 31 (thesis year 1986) a total of 11 ,480 theses titles trom 24 Canadian and 182 United States universities. We are sure that this broader base tor these titles reported will greatly enhance the value ot this important annual reterence work. While Volume 31 reports theses submitted in 1986, on occasion, certain univer sities do re port theses submitted in previousyears but not reported at the time.

Consumer and commercial warranty experience does not alone justify optimistic expectations for RIWs; the effect of RIWs in completed Department of Defense (DOD) programs is inconclusive; and as a result of inadequate research design the expectation of drawing meaningful conclusions from the ongoing RIW experiment may be over-optimistic. Examination of completed RIW programs, however, suggests the importance of (1) modification after operational use or testing, (2) schedule flexibility, (3) contractor involvement in initial overhaul and repair, and (4) avoidance of RIWs in programs subject to extreme quantity or utilization uncertainty. The design of the DOD's ongoing RIW experiment can be improved by (1) reducing the variation in contractual terms, (2) developing better controlled conditions, and (3) establishing defined limits for the experiment. In addition, the DOD must recognize the multiple objectives of the RIW and establish priority among them to facilitate evaluation.

This marked the beginning of the eight-year RIW trial period. Six major Air Force programs have used RIWs since 1974. The Air Force Director of Contracting and Manufacturing Policy requested that the RIW trial period be ended and that the effectiveness of this program during the trial period be measured. This research project was an attempt to evaluate the costs and benefits associated with two RIWs implemented during this time period. Reliability data and maintenance man-hour values were collected on warranted equipment throughout its history of operation. Similar data was collected on equivalent non-warranted equipment for comparison purposes. The increase in reliability and decrease in expended maintenance man-hours warranted equipment was also compared to the increase in contract costs associated with the RIW. This thesis indicated that the RIW was a cost-effective tool in increasing reliability and reducing the number of man-hours required to maintain certain Air Force equipment. Book excerpt: With the enactment of Public Laws (P.L. 98-212 and 98-525) warranties must be considered for DOD weapon systems. It is DOD's policy to only obtain cost effective warranties. To determine if a warranty is cost effective a cost-benefit analysis is required. There has been concern by Congress, the General Accounting Office, and the Air Force about the adequacy of the cost-benefit analyses. This study examined the nature and availability of information needed to conduct cost-benefit analysis of warranties. A theoretical model of warranty relationships was described and used to identify the information required to assess the benefits and costs of warranties. In order to limit the scope of the research, only jet engine warranties were considered. This effort is useful in that a structure for warranty cost-benefit analysis is provided. In addition, several problem areas involved in evaluating and measuring warranty costs and benefits are identified and discussed. Keywords: Air Force procurement.
