But in the third quarter, as a result of an improved shipping situation in August and September, imports showed a gain of 39 percent over the third-quarter imports a year earlier. Approximately 20 percent of our total requirements for fats in recent months has been met by imports, more than half of which have originated in the Pacific area. Prices of fats and oils were steady to lower in November, but they advanced fairly sharply early in December following the outbreak of war with Japan. On December ceilings were established for wholesale prices of all fats and oils, except butter, at the level of prices prevailing on November 26. Book excerpt: Excerpt from The Fats and Oils Situation: November 1941 Although the duty on flaxseed was reduced to cents per bushel, provision is made in the trade agreement to increase the rate to 50 cents after the present abnormal situation is passed. The duty and excise tax reductions in the case of sunflower oil may be canceled on 6 - month's notice after conclusion of the Anglo - German conflict. The effect of the changes in duties and excise taxes on prices is likely to be obscured by changes in other factors. The price of flaxseed declined fairly sharply in mid - October following announcement of the agree ment. But with a Government loan available and with continuing high costs for imports, no further marked decline in flaxseed prices is likely this season. Reversing the trend of earlier months, prices of most domestic fats and oils declined in early October. Russian military reverses and un certainty concerning price-control legislation were unsettling factors. Part of the loss was regained later in the month. Pacific Fleet; yet that cripple rose to turn the tide of the entire war at Midway. Shortly thereafter, the U. S. Marines launched on Guadalcanal an offensive which was destined to end only on the home islands of the Empire. The country in general, and the Marine Corps in particular, entered World War II in a better state of preparedness than had been the case in any other previous conflict. But that is a comparative term and does not merit mention in the same sentence with the degree of Japanese preparedness. What the Marine Corps did bring into the way, however, was the priceless ingredient developed during the years of pence: the amphibious doctrines and techniques that made possible the trans-Pacific advance – and, for that matter, the invasion of North Africa and the European continent. By publishing this operations history in a durable form, it is hoped to make the Marine Corps record permanently available for the study of military personnel, the edification of the general public, and the contemplation of serious scholars of military history.
