Book excerpt: The Advanced Study Courses in the field of Marine Science and Technology were part of the training programme developed from 1989 until 1999 within MAST, the Marine Science and Technology Programme of the European Union. They were related to the core topics of MAST Programme, marine systems research, extreme marine environments, regional Sea research, coastal systems research and engineering, and marine technology. The main objectives of these study courses were to further advance education in topics at the forefront of scien tific and technological development in Europe, and to improve the communication between students and experienced scientists on a European and international level. Over the years the Programme sponsored around 30 Advanced Study Courses. They took place in ten different member states of the European Union and their contribution in the formation of a European scientific community was significant. They also encouraged exchanges and contacts with several countries around the world such as United States, the third Mediterranean countries and others. The Course on Ocean Forecasting was one ofthe most successful with regard to its con tent, number of applications for participation and students satisfaction. When considering the need for the Advanced Study Course on Ocean Forecast ing, it is important to remember that the Oceans and Seas have always played a central role throughout the history of mankind. This is seen from the times of the ancient civilizations ofEgypt and Greece with the Phoenician traders, to the Viking voyages of exploration and discovery in medieval times.

For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

Book excerpt: Simulations with high resolution air/sea coupled models and several case studies have lead to the hypothesis that friction parameterizations could have a profound affect on the accuracy of numerical analysis and prediction of decaying cyclones. In this study, analyzed and forecast characteristics of decaying cyclones over the North Pacific Ocean are related to the hypothesized importance of friction induced cyclone spin down. Many characteristics of cyclolysis, which include gale area size and decay rate, were found to vary according to the synoptic-scale conditions in which the cyclone exists. Furthermore, the hypothesized relationship between cyclolysis and frictionally forced spin down was not found to exist in the analyzed and forecast model data. This result might be expected since friction spin down is parameterized based on analyzed and forecast winds over synoptic space and time scales. Therefore, it is concluded that over these scales other factors, which may include energy transfers due to barotropic processes, contribute in a major way to cyclone decay as portrayed in a global-scale numerical model.

However, it also carries with it the threat of damaging and outbreaks of waterborne pathogens. The 2010 Gulf of Mexico Deepwater Horizon oil spill and the 2011 Japanese earthquake and tsunami are vivid reminders that ocean activities and processes have direct human implications both nationally and worldwide, understanding of the ocean system is still incomplete, and ocean research infrastructure is needed to support both fundamental research and societal priorities. Given current struggles to maintain, operate, and upgrade major infrastructure elements while maintaining a robust research portfolio, a strategic plan is needed for future investments to ensure that new facilities provide the greatest value, least redundancy, and highest efficiency in terms of operation and flexibility to incorporate new technological advances. Critical Infrastructure for Ocean Research and Societal Needs in 2030 identifies major research questions anticipated to be at the forefront of ocean science in 2030 based on national and international assessments, input from the worldwide scientific community, and ongoing research planning activities. This report defines categories of infrastructure that should be included in planning for the nation's ocean research infrastructure of 2030 and that will be required to answer the major research questions of the future. Critical Infrastructure for Ocean Research and Societal Needs in 2030 provides advice on the criteria and processes that could be used to set priorities for the development of new ocean infrastructure or replacement of existing facilities. In addition, this report recommends ways in which the federal agencies can maximize the value of investments in ocean infrastructure.

There can be little doubt that estuarine, coastal and shelf circulation modeling will assume increasing importance in the immediate future, as we work through the implications of industrialization for oceanic systems. These issues will place new and serious operational demands on available models, and the rapid increase in computational power we now enjoy makes it possible to respond with detailed simulations in many categories. As a result, we are witnessing an explosive growth in the quantity of model-generated information. Lacking, however, is a concomitant increase in its quality or even in quality control procedures. A single simulation exercise is easily capable of generating gigabytes of output in a matter of hours. Most of the data will necessarily go unexamined by its progenitors. Yet it is highly likely that disks full of simulation output will be used extensively as learning tools for students and researchers, as criteria for engineering design, as a basis for operational decision?]making, and in the formulation of public policy. The purpose of this volume is to assemble and present what is known about the intrinsic quality of simulation output: its "correctness" for various purposes. We have operated on the twin premises that (1) every simulation has some intrinsic value and (2) every simulation has serious drawbacks. Between these two extremes lies a vast gulf of uncertainty and potential error, which must be bridged in a professional way if modeling is to achieve its potential in the coastal ocean. This is the basic challenge put to the authors of this volume. Essentially we seek to describe and consolidate approaches, theories, and practices for extracting information from models, and to understand the limits of their proper use.

Book excerpt: This book provides a framework for the design of competent optimization techniques by combining advanced evolutionary algorithms with state-of-the-art machine learning techniques. The book focuses on two algorithms that replace traditional variation operators of evolutionary algorithms by learning and sampling Bayesian networks: the Bayesian optimization algorithm (BOA) and the hierarchical BOA (hBOA). BOA and hBOA are theoretically and empirically shown to provide robust and scalable solution for broad classes of nearly decomposable and hierarchical problems. A theoretical model is developed that estimates the scalability and adequate parameter settings for BOA and hBOA. The performance of BOA and hBOA is analyzed on a number of artificial problems of bounded difficulty designed to test BOA and hBOA on the boundary of their design envelope. The algorithms are also extensively tested on two interesting classes of real-world problems: MAXSAT and Ising spin glasses with periodic boundary conditions in two and three dimensions. Experimental results validate the theoretical model and confirm that BOA and hBOA provide robust and scalable solution for nearly decomposable and hierarchical problems with only little problem-specific information.

Book excerpt: The report contains an adaptation of a unique storm-surge forecasting technique developed by Dr. C.P. Jelesnianski. This technique results in a computed storm surge profile at the inner boundary of an artificial standard basin seaward of the coast. The profile is derived from nomograms based upon a standard storm passing over a standard basin. Thumb rules and guidelines are presented in the publication for subjectively modifying the computer storm surge height as it moves shoreward of the artificial basin boundary, to fit the natural conditions of a particular coastline. Major advantages of this system are its applicability to almost any locale, its adaptability to data normally available to the field forecaster and the speed with which the forecast may be modified to remain current with natural fluctuations of the storm.
