The campaign for the reconquest of Burma in 1943-1945 as conducted by LTG William J. Slim while in command of Fourteenth Army is analyzed. The intent of the monograph is to evaluate theory in light of historical evidence, with operational art as the focus. The analysis reveals the importance of establishing a clear operational aim and of balancing the aim with means, ways, and risk. The Burma campaign is analyzed to answer two questions: what does the campaign suggest about the evolution of the operational art and what does it suggest about the relationship between the theory and practice of operational art? The two major operations of Fourteenth Army's campaign are described and analyzed. Slim set the aim of Fourteenth Army in both the Imphal-Kohima and Irrawaddy operations as the destruction of the main enemy force. To attain this aim Slim stretched his means to the limit, employed sound yet innovative ways, and accepted necessary risk. Book excerpt: This monograph analyzes the use of deception by the Germans and Soviets in the battle of Kursk. It uses a paradigm consisting of: commander’s aim, intelligence, centralized control, synchronization and operations security to determine why Soviet deception succeeded and German deception failed. The analysis provides insights into the use of operational deception on the modern battlefield. The conclusions of this monograph suggest that: operational deception is not a separate deception activity; that it can be used in the offense or defense; that it can be a viable combat multiplier today and that deception is an acquired Skill. The study monograph shows that operational deception must organize and control the deception efforts at the tactical level and that simple battlefield deception techniques can produce an operational effect. The monograph shows the critical role commanders have in establishing an appropriate course of action that sets the stage for deception. The selected course of action must provide a picture of duplicity to the enemy commander by presenting two possible objectives. This concept of alternative objectives allows the deception activity to flow naturally from the COA and confuse the enemy. The monograph recommends incorporation of deception into the officer corps professional development through professional reading programs in schools and practical application at the National Training Center. Combat Maneuver Training Center, Joint Readiness Training Center and the Battle Command Training Program. It also recommends that the Army develop and field sufficient communications and non-communications’ devices to allow Army Groups to simulate a U.S. Corps.

An intermediate link between strategy and tactics has always existed, but a distinct concept that encompasses a systematic and deliberate plan of campaign for major operations is a mere two hundred years old. Based on country specific case-studies, this book describes how the concepts that underpin operational art originated, how they received practical expression in various campaigns, and how they developed over time. The point of departure is the campaigns of 'the God of War', Napoleon Bonaparte. The book then proceeds with chapters on the evolution of operational art in Prussia / Germany, the Soviet Union / Russia, the United Kingdom, United States, Israel, and China. The final chapter deals with the future of operational art in irregular warfare. Theory is critical to refining and improving existing methods of applying operational warfare, and its importance cannot be overstated; however, to be useful, theory and its accompanying vocabulary must be combined with a proper examination of historical trends and practical experience. The present volume attempts to achieve that combination. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

Defined as the creative use of distributed operations for the purposes of strategy, success at the operational level requires that commanders practice operational art. Although current doctrine recognizes that the operational commander must link theater strategy to tactical operations through operational art, it fails to provide an adequate description of the commander role in campaign planning. Thus, this monograph examines the operational commander’s role in planning and executing a successful campaign. The monograph begins by describing how industrialized societies and technology affected the evolution of warfare thus creating a new medium known as operational art. Next it discusses suitable criteria for determining the commander’s role in operational campaigns followed by an explanation of the campaign analysis model consisting of the operational operating systems described in TRADOC Pam 11-9. The monograph then analyzes three successful campaigns: Field-Marshal Slim as the 14th Army commander in Burma; General MacArthur in the World War II Cartwheel Operation and General Ridgway as the 8th Army commander in Korea.

Slim is considered by many historians to be one of the finest generals of World War II. His accomplishments were truly extraordinary. He commanded a polyglot army, consisting of six different nationalities speaking eight different languages, that fought in some of the most inhospitable, disease-ridden country in the world against the war’s toughest opponent, the Japanese. In March 1942, he assumed command of a British-Indian force in Burma half way through the longest retreat in the British Army’s history. Even though he was unable to reverse the disaster, he kept his force intact and led it to safety. Over the next three and one half years, despite very limited resources and several inept senior commanders, he rebuilt his force into an army that was able to inflict on the Japanese their greatest land defeat of World War II. In the process, he conducted four of the most classic operational campaigns of the war—the battle of the Second Arakan; the battles of Kohima and Imphal; the capture of Mandalay and Meiktila; and the pursuit to Rangoon. Throughout his career, but especially during World War II, Slim met all the criteria for a great general and strategic leader as set forth in Lord Wavell’s Generals and Generalship. Despite these great accomplishments, Slim ran into several “glass ceilings” during World War II. Twice he was relieved of command, once immediately after his greatest battlefield victory. This study examines Field Marshal Slim’s leadership. It takes a brief look at his biography, then compares him against Wavell’s standards for generalship by highlighting events from his career that illustrate each standard. Finally, it addresses the issue of the “glass ceiling”—what it is, the events surrounding Slim’s encounters with it, and how Slim was able to overcome it. The intent is to show that Slim was not only a great World War II general, but is still a model of leadership worthy of study by the U.S. Army.

That campaign, the most brilliant and original operational maneuver conducted by any British general in the twentieth century, largely forgotten until now, is a full and fresh account utilizing a full range of materials, from personal accounts to archival holdings—including the bits the official historians left out, such as the attempt by a jealous British Guards officer to have Slim sacked at the conclusion of the campaign. After the retreat from Burma in 1942, Lieutenant General Sir William Slim, commander of the British XIV Army, played a crucial role in the remarkable military renaissance that transformed the Indian Army and then, with that reborn army, won two defensive battles in 1944, and in the 1945 campaign shredded his Japanese opponents. Behind this dramatic story was another: the war marked the effective end of the Raj. This great transformation was, of course, brought about by many factors but not the least of them was the “Indianization” of the Indian Army’s officer corps under the pressure of war. As Slim’s great victory signposted the change from the army Kipling knew to a modern army with a growing number of Indian officers, the praetorian guard of the Raj evaporated. “Every Indian officer worth his salt is a nationalist,” the Indian Army’s commander-in-chief, Claude Auchinleck, said as the XIV Army took Rangoon. The Burma campaign may not have contributed in a major fashion to the final defeat of Japan, but it was of first-rate importance in the transformation of South Asia, as well as underlining the continuing importance of inspired leadership in complex human endeavors.
