Available in PDF, EPUB and Kindle. Book excerpt: Starting from the late 1980s, despite rapid economic growth, female labour force participation in urban China has shown a general declining trend. Using repeated cross-sections from the Chinese Household Income Project Series (CHIP), this paper attempts to systematically relate the decrease in the labour force participation of married women to the socio-economic changes happening in urban China during the same period of time. Adopting both linear and nonlinear decomposition techniques, the results indicate that the changes in married women's labour force participation during the periods 1995-2002 and 2007-2013 can be explained by the concurrent changes in the distribution of socio-economic variables, while the changes during the periods 1988-1995 and 2002-2007 are mostly driven by the leftward shift of married women's participation function.

It has one of the highest female labor force participation rates in Asia and the Pacific at around 64% in 2013, and one of the narrowest earnings gender gaps. This study investigates how women are faring in the transition to the PRC's new growth model, and what can be done to promote women's participation. It shows how the PRC is undergoing multiple transitions that have implications for gender equality and work. For example, during the market transition, gender wage gaps and gender wage discrimination increased, reaching 33% in urban areas and 44% in rural areas. Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book excerpt: Despite economic growth, decreasing fertility rates, and rising education levels, women in Asia are on average 70% less likely than men to be in the labor force, with the country-to-country percentage varying anywhere from 3% to 80%. Results of a new simulation model suggest that closing the gender gap could generate a 30% increase in the per capita income of a hypothetical average Asian economy in one generation. This report discusses the reasons behind the continuing gap in the labor force participation rate between women and men in Asia and the Pacific, the impact of this gap on economic growth, and policy lessons drawn from specific country experiences in the region and elsewhere in the world. The channels of gender inequality are so complex that policy interventions must go beyond economics to effectively address them. Such a multidimensional approach to reducing gender inequality could unleash a nation's full potential for inclusive growth and development.

As a result of these shifts, the composition of the labor market has changed, including the labor force participation rate. Numerous explanations have been offered for these trends. One argument is that the movement away from the SOE to a private system of employment created disincentives as well as obstacles for women’s employment that linger to some extent. The goal of this study is to examine the effects of a variety of micro- and macro-level factors on the probability that a woman will be employed. Wide economic disparities, and broad differences in household structure and demographic composition exist between urban and rural areas in China. Thus it is reasonable to assume that the factors that shape women’s employment decisions would differ across the two populations. To explore this hypothesis, I use 2012 data from the International Social Survey Programme (ISSP) and estimate probit models.

We document declining women's relative wages and labor force participation in China during the last two decades, despite rapid growth and expansion of the service sector. Using household data, we provide evidence consistent with a U-shaped relationship between economic development and women's labor market outcomes. Using a model of structural transformation, we show that labor market barriers for women have increased over time. Model counterfactuals suggest that removing these barriers and increasing service sector productivity can boost both gender equality and economic growth in China.

Book excerpt: In this project, we employ data from the Chinese population censuses of 1982, 1990, and 2000 to examine reform-era changes in the patterns of male and female labor force participation and in the distribution of men's and women's occupational attainment. Very marked patterns of change in labor force participation emerge when we disaggregate the data by age cohort, marital status, sex, and rural/urban location. Women have decreased their labor force participation more than men, and urban women much more than rural women. Single young people in urban areas have decreased their labor force participation to stay in school to a much greater extent than single young people in rural areas. The urban elderly have decreased their rates of labor force participation while the rural elderly have increased theirs. We also find evidence of the feminization of agriculture.

Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi. In Chapter Two we attempt to quantify this experience by a critical examination of existing indicators of employment change for all urban areas and by the analysis of new data for individual cities. In particular we have attempted to construct a detailed picture of the demand and supply of non-agricultural labour in the city of Shanghai. The most striking feature of the data presented in Chapter Two is the evidence of the growth of open unemployment and also of very large employment fluctuations. In Chapter Three we analyse the long run trends in urban employment change, and in Chapter Four, we look closely at the size of employment fluctuations and show how these have been related both to unemployment and over-manning. Chapters One to Four constitute an analysis of the enviroment relevant to the final chapters in which we trace chronologically, the development of Chinese thinking about urban employment and the evolution of the administrative machinery designed to control the urban labour market. In Chapters Five and Six we show that during the period analysed, China's urban employment experience led to a complete re-orientation of employment policy and a transformation in the duties and powers of the institutions responsible for employment control.
