Book excerpt: In 1993, the U.S. Department of Energy (DOE) Office of Industrial Technology (OIT) established a group of seven industries designated as Industries of the Future (IOF). These industries were selected for their high energy use and large waste generation. The original IOF included the aluminum, chemicals, forest products, glass, metalcasting, petroleum refining, and steel industries. Each industry was asked to provide a future vision and a road map detailing the research required to realize its vision. In November 1994, the forest products industry was the first of the IOF industries to enter into an agreement with DOE. OIT asked the National Research Council's National Materials Advisory Board (NMAB) to provide guidance for OIT's transition to the new IOF strategy. The Committee on Industrial Technology Assessment (CITA) was formed for this purpose with the specific tasks of reviewing and evaluating the overall OIT program, reviewing selected OIT-sponsored research projects, and identifying crosscutting technologies (i.e., technologies applicable to more than one industry). CITA was asked to focus on three specific areas: intermetallic alloys, manufacturing process controls, and separations. A separate panel was formed to study each area and publish the results in separate reports.

Book excerpt: The application of technology to housing design, construction, and operation offers opportunities for improving affordability, energy efficiency, comfort, safety, and convenience for consumers. New technologies and production processes could help resolve serious problems facing housing producers, including labor shortages, interruptions due to inclement weather, quality control, and theft and vandalism losses. However, it is generally believed that realizing these benefits on a broad scale is considerably hindered by characteristics of the housing industry that inhibit the development and diffusion of innovations. The Partnership for Advancing Technology in Housing (PATH) supports activities to address issues that are perceived by the industry to be the primary causes of the problems, i.e., barriers to innovation, lack of accessible information, and insufficient research and development (R&D) (NAHBRC, 1998). PATH was initiated in 1998 when Congress appropriated funds for the U.S. Department of Housing and Urban Development (HUD) to begin implementing the concept, which was created by the National Science and Technology Council Construction and Building Subcommittee (NSTC C&B). At the request of HUD, the National Research Council (NRC) assembled a panel of experts as the Committee for Review and Assessment of the Partnership for Advancing Technology in Housing under the NRC Board on Infrastructure and the Constructed Environment. The committee was asked to assess how well PATH is achieving its many program objectives to expand the development and utilization of new technologies in the U.S. housing industry. The committee has approached evaluation of the program as an exercise that also provides direction for PATH's future improvement.

The success of their parent organizations is closely tied to the success of these R&D organizations. In this report, organizations refers to an organization that performs research and/or development activities (often a laboratory), and parent refers to the superordinate organization of which the R&D organization is a part. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations.
