An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. It uses a single and innovative analytical framework to examine three clusters of policies: EU internal sectoral and cross-cutting policies with long-standing external engagement, those which have been undergoing considerable change, and originally internal policies whose external dimensions are comparatively more recent. It identifies key explanatory factors for the emergence of (certain forms of) EU external engagement and identifies patterns of the evolving relations between EU internal and external sectoral policies. As such, the book examines and assesses exciting new empirical and theoretical research avenues into European integration studies and offers insights into the extent to which the EU may be considered a more joined-up global actor developing sectoral diplomacies. The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.

In the context of the current global energy transition, renewables and low-carbon technologies are emerging as elements that can have a similarly important impact on twenty-first century world politics. Green Superpowers: China, the European Union, and the United States in the Global Energy Transition offers an in-depth comparative analysis of the green foreign energy policies and green power strategies of the three main international actors in this transformative process: China, the European Union, and the United States. These green superpowers alone account for about half of global carbon dioxide emissions, which is the primary driver of climate change, and they are frontrunners in the global race for promoting and deploying renewables and innovative low-carbon technologies. To analyse this changing landscape, Prontera combines insights from international political economy, comparative public policy, international relations, and energy policy scholarship. The book develops an original framework for mapping and studying the green foreign energy policies and green power strategies of major international actors and applies this framework to shed light on the recent efforts of China, the European Union, and the US.
