Book excerpt: This paper investigates why and how the geographical scope of the security community centered around the European Union (EU) is expanding. It starts from the assumption that the EU itself is a 'tightly-coupled mature pluralistic security community'. The analysis of the expansion of this peaceful area is based on the theoretical framework first designed by Karl Deutsch and later developed by Emmanuel Adler and Michael Barnett. Contrary to the logic of the adage 'si vis pacem para bellum', I argue that the security community is expanding because the EU's own origins and self-perception are driven by an ambition to create lasting peace. The key mechanisms I explore are the EU's enlargement and neighborhood policies, which are best understood when analyzed against the concept of concentric circles: the regional EU-centered security community is a multi-speed security community, stronger at its core and weaker as it spreads towards its margins.

The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. Instead, Oswald argues, European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states. Having been a highly militarised, conflict-ridden and war-ridden region, the core of Europe today constitutes a security community where armed conflicts among the constituent states has become inconceivable. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.

This article answers this seemingly straightforward question by exploring how the EU works as security community-building institution vis-à-vis non-members. Drawing upon practice theory in International Relations, the article unpacks the security community concept, focusing especially on the relation between co-operative security practices and the expansion of security communities. The article discusses how recent practice-inspired insights can be applied in empirical research to generate novel and interesting results of relevance for EU studies. It does so by recapitulating the main findings from a study on Spanish-Moroccan co-operation on civilian and military crisis management. The findings support the claim that common practice precedes collective identity in processes of security community-building in that the EU has helped bring together and perpetuate a community of security practitioners in the western Mediterranean that builds upon, as well as transcends, already existing bilateral relations.
