The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements. This book will be of much interest to students of EU policy, defence studies, European politics and International Relations.

As the activities of organizations such as NATO and the European Communities become increasingly interrelated, military-economic endeavors such as arms procurement lay the foundation for a European defense policy. Different economic, political, and military factors determine which countries are most important in the formation of a defense policy and which nations would only play a minor role. The US could take several actions which would aid in the formation of a European defense policy. The concept of a defense policy evolving from economic and military cooperation is acceptable under neo-functionalist integration theory. While there are numerous plans for how this policy might develop, the key to the entire issue is in the European Council of the European Communities Heads of State. Any progress made toward a European defense policy through arms procurement cooperation will almost certainly begin with the Council. (Author).

It explores the players in the market, assesses their market position in their respective national industry and forecasts their potential position in a common European defence market. It explores duplication and absence of armaments and technological skills as well as the reasons for them. The paper suggests strategies to overcome the aforementioned market distortions and provides options for companies to deal with the situation favourably. Moreover, it explores the U.S. defence industry, which was confronted with severe market changes after the fall of the Berlin Wall. The research relied mainly on data issued by European Union institutions, strategic research institutions, company annual reports, international organizations such as NATO, and financial newspapers in order to cover recent events. Data was analyzed using the Herfindahl-Hirschman Index and other mainly comparative ratios in order to collate markets, companies, and structures. The work provides an empirical analysis of market conditions that shows that European national defence markets are highly concentrated, whereas the U.S. market is unconcentrated. It illustrates reasons for this condition and presents ways to change the concentration in the market. The research contributes towards the rather low number of studies that have been conducted in the field of European armaments. It provides a foundation for potential supplementary studies that could be concerned with an assessment of the effectiveness of legal and other initiatives used to streamline the European defence industry. Book excerpt: EU governments are gradually coming around to the idea that they need to open up their defence markets, especialy at a time when growing budgetary constraints clash with the increasing need for sophisticated equipment. Governments have alreadyi agreed to the Code of Conduct on Defence Procurement introduced by the European Defence Agency in July 2006, but the EDA cannot force governments to comply with the code. Also, the protectionist attitude of Member States derives from the fact that they regard defence procurement as an area that overlaps with national sovereignty. The European Commission is currently proposing new procurement and trade directives aimed at streamlining defence market legislation, and it is to be hoped that Member States will respond positively to this initiative. The proposed directives would open up the defence market, improve European cooperation on armaments and lead to a more competitive European defence industry. Plus, in the ongoing debate about the European defence market, the transatlantic defence market should not be forgotten, especially given the increasingly important role that American and European companies play in this arena on both sides of the pond--P. Throughout this period, there have been calls for greater rationalization, standardization, and interoperability among the Allies. Countries have also changed the way they acquire equipment. This report tracks the changes in patterns of acquisition since the 1960s. It also assesses the main forms of cooperation in more detail. It reviews the growth in transatlantic trade following initiatives in the 1970s, the emergence of collaborative development programs, the role of licensed and co-production schemes, and trade in components and other subcontract items. It examines the results of these policies on frontline forces in Europe and the North Atlantic, and reviews the theoretical benefits expected from the free markets, and the potential for securing similar gains in defense acquisition. The author discusses defense, and other, reasons that countries may prefer to buy equipment from domestic industries. He compares the evolving institutional frameworks of NATO and the European Economic Community for public sector purchasing. He then discusses the broader implications for NATO of the free trade blocks, and particularly how these might affect relationships between the United States and Europe. Finally, he considers possible ways in which free market principles might be reconciled in practice with key concerns of defense policy.

Although the numbers vary significantly from one country to another, the European Defence Technological and Industrial Base (EDTIB) now collectively derives an important share of its collective turnover from extra-EU export sales. Accordingly, EU Member states devote important political, financial and administrative resources to support and promote their national producers in major competition overseas. The current scarcity of common European programmes, and the limited impacts of recently introduced legislation designed to harmonize national defence procurement rules and to facilitate intra-EU transfers, could indicate that extra-EU exports are detrimental to European cooperation on weapons projects. This negative effect would primarily come from introducing greater levels of competition between European companies creating greater tensions, which are not conducive to cooperation on the EU level. The study finds that there is indeed a correlation between competition for major foreign markets and difficulties of intra-EU cooperation but makes the analysis that extra- EU exports are more a symptom of structural constraints faced by major suppliers, such as the weakness of defence spending in European countries, and the persistence of fragmentation and duplication of production capabilities.
