It focuses on the 2020 UEFA European Football Championship (Euro 2020) - subsequently postponed to 2021 - the third biggest SME in the global sporting calendar and a unique multi-city, multi-country event that took place in the eye of the COVID-19 storm. Drawing on stakeholder interviews, policy documents, media sources and existing research, the book explores the constructions, meanings, and perceptions of security in the efforts to secure this football mega-event. It argues that Euro 2020 is a powerful case through which to better understand wider security governance and security-related processes in present-day societies, which are increasingly preoccupied with notions of ‘security’, ‘safety’ and ‘risk’. It assesses the precautionary logic and transnational knowledge transfer processes that guide security constructions surrounding SMEs in an uncertain and threat-conscious world, and captures the dramatic moments in which COVID-19 transitioned into a security threat with severe impacts on the world of football and well beyond. Though it wasn’t all a haze of a halcyon summer, it was the first time that England had played a unified Germany since before the war, old prejudices reared their heads and the marginalised hooligans of the game were hidden only by a lick of paint that the old Wembley stadium got ahead of the tournament. Starting with Gazza's goal against Scotland and ending later that summer when the dream was over, but the belief remained that this really was a great time for Britain. Through that narrative will be woven a portrait of an England which was proud to wear Three Lions on the Shirt.

The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

In economic literature, the need for coordination has long been denied based on the view that fiscal, wage and monetary policy actors should work independently. However, the high and persistent degree of macroeconomic disparity within the EU and the absence of an optimum currency area has led to new calls for examining policy coordination. This book adopts an institutional perspective, exploring the incentives for policymakers that result from coordination mechanisms in the fields of fiscal, monetary and wage policy. Based on the concept of externalities, the work examines cross-border spillovers (e.g. induced by fiscal policy) and cross-policy spillovers (e.g. between fiscal and monetary policies), illuminating how they have empirically changed over time and how they have been addressed by policymakers. Steinbach introduces a useful classification scheme that distinguishes between vertical and horizontal coordination as well as between cross-border and cross-policy coordination. The author discusses farther-reaching forms of fiscal coordination (e.g. debt limits, insolvency proceedings, Eurobonds) with special attention to how principals of state organization affect their viability. Federal states and Bundesstaaten differ in the incentives they offer for debt accumulation – and thus in their suitability for fiscal coordination. Steinbach finds that the originally strict separation between policy areas has undergone significant change during the debt crisis. Indeed, recent efforts to coordinate policy are no longer limited to one policy area, but now extend to several areas. Steinbach argues that further fiscal policy coordination can be effectively deployed to address policy externalities, but that the coordination mechanisms used must match the form of state organization in the first place. Regarding wage policies, there are significant barriers to coordination. Notwithstanding some empirical successes in the implementation of a productivity-oriented wage policy, the high heterogeneity of national wage-setting institutions is likely to prevent any wage coordination.
