Book excerpt: The Kaliningrad Oblast is a subject of the Russian Federation which became an EU's enclave upon its Eastern enlargement of 2004. This inquiry examines the intricate position of the Kaliningrad region inside the European Union from a legal and institutional rather than geopolitical perspective. Challenging conventional notions about inclusion of third units into the EU and attempting to bridge a gap in the academic literature on the EU's policy towards Kaliningrad, the paper tests the hypothesis that the Kaliningrad Oblast is to a certain extent included or integrated into the EU. More particularly, while spelling out and assessing the EU's Kaliningrad policy it seeks to answer the main research question as to whether this policy can be qualified as essentially a policy of inclusion.The inquiry proceeds from manifold assumptions of the "insides" and "outsides" of the EU, the growing flexibility of models of integration into the Union as well as the notions of the EU's borders including geopolitical, institutional/legal, transactional and cultural borders which consistently become fuzzier. A substantial part of the paper rests on the study of the bilateral political, legal and institutional relationship between the EU and Russia. Furthermore, the paper scrutinizes the oblast's legal capacity in international relations, as well as its status of Special Economic Zone in the framework of Russian federal policy. It eventually traces and systematizes the EU's activities in its eastern enclave. Although the analysis of the policy by the EU directed towards Kaliningrad does not allow calling it a clear policy of inclusion it still dismisses the idea of the EU treating Kaliningrad as a clear outsider.

However, due to the same peculiarities the region also bears the potential to serve as a pilot-region for an EU-Russian partnership. To meet the latter perspective all actors concerned need to engage in a dialogue-based, coordinated, and problem-solving approach. This study provides recommendations to a wide range of actors on how to approach the Kaliningrad challenge in a proactive manner. It presents a policy paper drafted by a group of Kaliningrad experts from eight countries and is complemented by fourteen issue-oriented chapters which provide in-depth reasoning on the suggestions made by the group. Book excerpt: The European Union (EU)'s enlargements of 2004 and 2007 signified a project without precedent, the expansion to the East being a manifestation of the EU's foreign policy. After gaining full membership, the new Central and Eastern European EU members also tried to shape the Union's foreign policy, seeking to implement their preferences in the setting of the external policy making agenda of the Union. The aim of this article is to decipher the role of two of these “small” countries in shaping the EU's border policy towards the post-Soviet space: the study analyses the role of Poland and Lithuania in shaping the Union's border policy towards Kaliningrad, indirectly disclosing the EU-Russia relations. Special attention is paid to the current European regulation on a visa-free travel zone. This case study helps us not only to become familiar with the influence of the Central and Eastern European EU members on the EU's border policy towards the post-Soviet space, but also reveals both the “hard” and “soft” practices used by the Union, trying to appease its exclusionary model of border practice with the need to establish an inclusionary approach based on cooperation with those residing outside the community borders.

The "geostrategic debate" excludes the possible coexistence of cooperation and conflict. Tracking the evolution of conflict and cooperation patterns in three zones of contact (Estonia, Kaliningrad, and Moldova) between 1991 and 2016, this edited volume argues that, although the standard narrative remains compelling, local patterns of cooperation and conflict are partly autonomous from the geostrategic level. To account for the coexistence of cooperation and conflict, the first chapter elaborates a theoretical proposition distinguishing fluid, rigid, and disputed symbolic boundaries, which have different impacts on the ground. The subsequent chapters address distinct dimensions of Euro-Russian relations, paying attention to local reality in Estonia, Moldova, Ukraine, or Kaliningrad, different sectors from energy to peoples’ movement, and across institutional contexts such as the EU and NATO. They confirm that the standard narrative holds in most cases, but also that Euro-Russian relations vary in crucial ways according to the interests and representations of actors immersed in specific geopolitical fields. Despite a deterioration of geostrategic relations between Europe and Russia since the end of the Soviet Union, Cooperation and Conflict between Europe and Russia explores the intriguing coexistence of conflict and cooperation at the local level and across sectors and institutions. The chapters in this book were originally published as a special issue of the journal East European Politics.

In 2007, the enlargement process of the EU proceeded with another two former Soviet satellites, Romania and Bulgaria becoming new members. Furthermore, the Ukrainian government, whose country shares a common border of almost 1600 km with Russia, has commited itself to enhance political and economic reform processes. Its strategic long-term goal is the accession to the EU. Although it is rather unlikely that accession talks with the Ukraine will start in the near future, the course adopted by the government is obvious. Georgia, a former Soviet republic as well, formulated back in 2003 its strategic long-term objective which is becoming a member of the EU. The Eastern Enlargement in 2004 brought the EU at the doorstep to the Russian Federation. Although having shared a common border with Russia since 1995 when Finland became a member of the EU, the situation now is qualitatively different. Russia’s former direct sphere of influence is now integrated within the framework of the EU. Due to this relatively new situation of immediate neighbourhood without any ideologic cutting line or cordon sanitaire1, it is likely that new patterns concerning the Russia-EU relationship arise. Particularly, the Russian perspective on the EU might change qualitatively, with the latter expanding to territories that were just fifteen years ago under direct control of the Union of Socialist Soviet Republics (USSR). This paper argues that Russia faces a dilemma concerning its relations with the EU. On the one hand, the EU constitutes a competitor for post-Soviet space. On the other hand, Russia needs the EU as a partner, particularly in the economic field. Therefore, the main objective of this paper is to examine Russia’s perception towards the EU’s enlargement policy. In the first part, base lines of Russian foreign policy since 1990 will be identified by applying theoretical approaches of international relations to these developments. The role the EU played in Russia’s foreign policy perception will be emdedded into the broader scope of Russia’s general approach to international affairs. Russia’s specific perception attributed to EU’s Eastern enlargement policy will be the focus of the third part of the paper. Identifying patterns of Russian responses to the dynamics of EU’s Eastern Enlargement and the implications of these responses for Russia-EU relations will also be discussed.
