Book excerpt: The drug control regime established by the international community has not succeeded in curbing either the demand for, or the offer of, narcotics. But, despite a series of developments in the Americas – including the legalisation of cannabis in Uruguay and in several states in the United States of America – there is still little support in Europe for repealing drug-prohibition laws. Nevertheless, a gradual policy convergence reveals the emergence of a European model favouring public-health strategies over a strictly penal approach to combatting drugs, while growing transnational support for legalisation indicates the persistence of an alternative paradigm for drug policy. This book examines the various influences on drug policies in Europe, as grassroots movements, NGO networks, private foundations and academic research centres increasingly confront the prevailing discourses of drug prohibition. Pursuing an interdisciplinary approach and bringing together legal scholars, social scientists and practitioners, it provides a comprehensive and critical assessment of drug policy reform in Europe.

The Strategy is organised around two policy fields (drug demand and supply reduction) and three cross-cutting themes (coordination, international cooperation, and information, research, monitoring and evaluation). The aim of the Strategy is to contribute to a reduction in drug demand and drug supply within the EU. The Strategy is implemented through two Action Plans, for the periods 2013-2016 and 2017-2020. This study assesses the EU Drugs Strategy 2013-2020 and the EU Action Plan on Drugs 2017-2020 by looking at the effectiveness, efficiency, relevance, coherence and EU added value of the actions undertaken on the basis of the Strategy and the Action Plan. This study provides evidence to support the Commission's evaluation of the Strategy and Action Plan, with a view to proposing a new strategic document on drugs. It provides findings, conclusions and recommendations, in light of new and emerging challenges at national, EU and international level in the area of drugs. The key recommendation for the Commission is that it should adopt a new strategic document on drugs and corresponding operational document. This strategic document should have concrete and clear priorities, and further integrate drug-related security threats and trends with health, environmental, social, political and international aspects.

Much more needs to be done - and must be done - in the battle against the EU's drugs problem. The EU must be more effective in its fight against drugs trafficking, and should call on Member States to be more ready to learn from each other's experiences and to encourage cross-border dialogue between their local governments and cities. Following a six month-long inquiry, the Committee agree that the Member States should, as now, retain responsibility for their own drugs policies. They recommend that the new EU Strategy should concentrate on three key areas. Firstly, co-ordination, through Europol, of the fight against drug trafficking ensuring that any new measures actually reduce the supply of drugs and do not merely move trafficking elsewhere. Secondly, improvement of the collection, analysis, evaluation and distribution of information by the European Monitoring Centre. Thirdly, reliance on the EU's public health obligations and use of public health duties to encourage Member States to devote more resources to harm reduction and to engage in dispassionate and evidence-based discussions on how best to treat the possession and use of drugs. The Committee believes that the creation of a new drugs strategy, lasting until 2020, should provide the perfect platform for a wider and better informed public debate on different Member States' policies and approaches

This should be an updated version of the current Action Plan, rather than taking a new approach or introducing more new actions.

Book excerpt: National drug policies address the health and social costs of drug use and the policing and security issues raised by drug production and trafficking. The strategic approach taken by governments needs to respond to problems linked to both established illicit drugs, such as heroin, cocaine and cannabis, and the rapidly evolving market for new psychoactive substances. This paper gives an overview of some recent developments in the tools most commonly used to manage national drug policies: strategies, coordination mechanisms and evaluations. It is based on an analysis of reports on national drug policies compiled by the European Monitoring Centre for Drugs and Drug Addiction's (EMCDDA's) Reitox focal points in the EMCDDA reporting countries (28 EU Member States, plus Turkey and Norway), consultation with experts and scientific literature. Among the issues identified, the report notes a gradual change; some national drug strategies have a broader scope, beyond illicit drugs, covering other substances and, to a lesser extent, other addictions. Twelve countries had a national illicit drug strategy document with a broad focus in 2016. An increased level of integration in planning of policy and provision marks what could be the start of a departure from the type of drug strategies that have been common until now. If it is, this will bring both new opportunities for wider publichealth- orientated cross-substance/addiction policies and challenges in effective resource assignment and action implementation. As more drug and addiction strategies are evaluated, new insights into this approach to strategic planning and its relative successes and future challenges will become more apparent.
