Book excerpt: Ethiopia may be listed among the longest surviving states in the whole world and has been able to preserve more than any other country in the African continent its own national identity. It is not a surprise, therefore, if one can hardly note, unlike in other African countries, the distinguishing imprint of a single colonial power. This is true even in the financial sphere, where, given the backward initial conditions, it was necessary to have large recourse to foreign assistance and co-operation in setting up banking institutions. The paper examines the evolution up to the beginning of the 70s of the Ethiopian banking system. Particular attention is given to the new structure set up with the reorganization of the financial sector occurred in 1964. By virtue of a very important banking law, the existing State Bank of Ethiopia ceased operations and was replaced by two new institutions, the National Bank of Ethiopia and the Commercial Bank of Ethiopia, both state owned, and its assets and liabilities were taken over by them. The first institution had to play the role of a central bank in this two-tier shaped banking system, while the second had to compete in carrying out commercial banking business with three private institutions: the Addis Ababa Commercial Bank and two affiliated companies of foreign banks, Banco di Napoli (Ethiopia) and Banco di Roma (Ethiopia). Four other financial institutions, each one covering a specific segment of credit market out of commercial banking, were completing the financial intermediation picture: the Development Bank of Ethiopia, the Ethiopian Investment Corporation, the Imperial Savings and Home Ownership Association and the Savings and Mortgage Corporation of Ethiopia.

The paper also examines the effect of banking development on economic growth in Ethiopia and to establish which theory holds for Ethiopia between the demand-following and the supply-leading theory. Unlike the majority of previous studies, this study uses the newly developed ARDL-bounds testing approach to examine the relationship. The ARDL-bounds testing approach has numerous advantages over other co-integration techniques, especially when a short time-series dataset is used. In order to test the robustness of the empirical results, three proxies of bank-based financial development have been used; namely: 1) the domestic credit provided by the banking sector as a ratio of GDP, 2) broad money supply as a ratio of GD, 3) private credit as percentage of GDP. Annual time series data between the years 1987 and 2019 were used for the study, from the National Bank of Ethiopia (NBE) statistical bulletin. The structural break unit root test revealed that all the variables are stationary at their first difference; the bound test cointegration analysis established the existence of long run relationship among the variables. The ARDL revealed that domestic credit provided by the banking sector significantly affected economic growth in the long run, while private credit statistical significant and negatively affect economic growth in the short run during the period of study. The empirical results of this study show that the effect of banking sector development and economic growth in Ethiopia is sensitive to the proxy used to measure the banking sector development. The policymakers need to make policies that can lead to establishment of banking institutions in the rural areas which have limited access to banking services and create enabling legal environment for efficient allocation of credit to the private sector at the same time the supervisory organ shall establish conducive environment for banking institution which are engaging in loan granting for diversified economic sectors for private investment.

It does not also mean that the tomorrow's Ethiopian financial system will be the same with that of yesterdays.This calls for revisiting the adequacy of the existing supervisory capacity of National Bank of Ethiopia to forestall future banking crisis in Ethiopia.

An institution based cross sectional descriptive study with analytic components was conducted in Ethiopian commercial banks which are functioned at Addis Ababa. The study employed both quantitative and qualitative study approaches. Study population for the survey was employees, officers and mangers of the banks. Besides, for the qualitative part, key informant interviews were conducted with mangers and officers of the banks. A questionnaire with five Likert scale were used for quantitative explanation.

Both qualitative and quantitative research approach were applied in the study. The target populations were 13050 customers of four banks in Robe town and the total sample size were 388. A purposive sampling technique was applied. Primary and secondary data were used with five point liker scales to collect data from respondents. Both descriptive and inferential statistics analysis were employed to analyze the data. Interest free banking is inseparable of Islamic economics which aimed at realization of a greater justice in human endeavor, which is achievable only with participation of all human institution inclusive of financial system. On the principle that prohibits interest and other unethical and non shariah compliant activities, Islamic banking set to achieve this gigantic objective. In addition, it strive on increasing all Halal aspect of business through provision of products and services base on shariah principle with implementation of legitimate profit and loss sharing, paying Zakah, prohibition of interest, monopoly and other forms of unethical trade and transaction such as dealing with pork, alcohol and gambling. Hence, Islamic banking method of financing and or products structure is based on the tract to redress the inherent injustice tied with interest based dealing.

Establishing SOEs is one of the modes of government intervention in the economy. Such direct role of the government in the economy will have both positive and adverse effects in the commercial environment. It has positive contributions since public enterprises tried to achieve different social objectives as their primary roles. In contrast, as a result of being owned by the government, they are preferential treated in different manners that impede business activity of private undertaking in the same market. Such preferential advantages are not based on better performance, superior efficiency, better technology or superior management skills but are merely government-created. To overcome such adverse effects the OECD come up with a competition neutrality framework that connotes a similar set of rules to public enterprises and private undertaking. It further demonstrates major set of rules from different countries experiences. These are the similar rules in taxation regime, procurement rules, bankruptcy rules and proceeding, the general applicability of the competition law and its enforcement, and the prohibitions of subsidies including exclusive market advantages. Currently the Ethiopian government own public enterprises in different sectors of the economy that needs critical assessment from competition neutrality points of view. The Ethiopian banking sector in general and one of the state owned bank called CBE conducts are criticized as competition distorting. This triggers the study to explore the status of SOEs in light of the areas of competition neutrality framework particular emphasis to the banking sectors. The research was conducted based on qualitative research approach by analyzing laws, documents and data collected through interview. This research is particularly studied by exploring the legal and practical treatment of private and public banks from Ethiopian taxation regime, public procurement ,competition law and enforcement, bankruptcy laws and de facto/de jure exclusive markets. Moreover, it tried to pin point adverse effects of such anti competition neutrality rules on private banks.
