Following the defeat of the colonial power, Germany, in the First World War (WWI), the League of Nations in a March 1916 Mandate, partitioned the territory into two unequal halves among the victorious imperial powers of England and France, to be governed in trust as from 1922. As a result of the partition, the Mbos, who happened to find themselves right along the lines of division, were thrust under French and English administration, respectively. Roughly two thirds of the Mbos found themselves in what had then become French (East) Cameroon, while the remaining one third was thrust under British (West) Cameroon rule. Today the Mbos, as a whole, occupy parts of the Littoral and Western (Francophone) and Southwest (Anglophone) regions of Cameroon. While the Francophone Mbos have, over the decades, benefited from all aspects of economic, social, political, and agricultural development, the Anglophone Mbos have been isolated and deprived of all the outward and physical (tangible) aspects of socio-economic and political progress. The persistence of such colonial divisions makes for inequality among the Mbos, despite their common ancestry, ethnicity and cultural heritage. This book seeks to update on diverse aspects of the study conducted on the British Mbos by J.W.C. Rutherfoord and others as a first step toward a comprehensive publication on the Anglophone Mbos.

The introduction overviews the historical background of the country and its geographic and linguistic situations. Part One deals with the didactics of English in Cameroon; it comprises three chapters which take up in turn the languages in the education system of the country, the teaching of English in primary and secondary schools as well as tertiary level institutions. Part Two, which tackles the description of the English speech of francophone users, first outlines the research design. Then it takes up the sound system of francophone English, focusing on the realisations of consonants and vowels, and stress placement. Next it examines the vocabulary of this variety of English and finds that it is characterised by an excessive use of direct loan, calque, and false friends. This is followed by a description of the morpho-syntactic features of the variety. The frequent features identified can be grouped under 12 major categories of items, i.e., verb tenses, articles, the plural form in noun phrases, pronouns, word order, subject-verb agreement, adverbs, prepositions, question formation, negation, verbs in embedded clauses, and serial verbs. Lastly, drawing from the findings outlined in these linguistic analyses, the researcher makes an appraisal of Cameroon’s French-English official bilingualism policy. The various measures taken over the years by Government to promote official bilingualism are evaluated first. Then the consequences of the failure of this policy are considered. Finally a way forward is proposed: there is a need to adopt a new syllabus purposely designed to enhance bilingual competence among francophones in the country. Francophone English as Kouega notes, is a dialect of English that is developing in a number of Expanding Circles countries where French has hitherto been the sole or primary medium of instruction. In Cameroon, francophone children learn English as a subject from primary school alongside other subjects like geography, which are taught in French. English is taught as a subject from the primary to the tertiary level of education. It is taught in all schools as part of the implementation of the country’s French-English official bilingualism policy that was adopted in 1961 when French Cameroon and English Cameroon united to form a federal state.

Nkongho-Mbo people speak Lekongho, one of the five variants of the Mbo language of the Mbo ethnic group of Cameroon, with their ancestral home in the Kupe Muanenguba Administrative Area of the South-west Region. With this book, the authors’ fervent hope is that there will no longer surface any justification to continue to refrain from speaking Lekongho on a daily basis. This effort will help to regionalize, nationalize and internationalize the Lekongho language since Nkongho people are spread all over the country, Africa and the world.

In addition, they demonstrated the wealth and diversity of African languages, cultures and traditions and how they are fast losing their richness and diversity to the domineering influence of European colonialism and modernization which has drastically altered the socio-cultural, socio-economic and political conditions in Africa and given rise to a new generation of Africans who take greater pride in imbibing and promoting Europeans rather than fostering African values. The authors also addressed the Nkongho conception of time and names in a succinct analysis of how the Nkongho-Mbo people conceived, interpret and use them. The concept of time in most African cultures is very elusive, fluid and imprecise but this book has demonstrated that careful research and patient analysis can reduce that elusiveness, fluidity and imprecision. The authors have moved away from that colonial frame of mind and have shown great interest in reviving certain of the African values that have fallen prey to modernization.

For many years, researchers have focused on linguistic characteristics of the numerous varieties of English in this area and mostly subsumed them under the label “English in Africa” or “West African English” (WAE) (e.g., Spencer 1971; Todd 1984b; Kachru 1995, Schmied 1991). Only little attention has been paid to the single national varieties1 including Cameroon English (henceforth CamE), which is in fact a very interesting case for sociolinguistic analysis due to its status as a co-official language beside French in a multilingual environment. This paper aims to show that new approaches to the national West African varieties, in this case CamE, try to fill the gap of comparative research in this linguistic area. The first part of this paper shall introduce the reader to the complexity of the linguistic situation in West Africa in general. The status, function, and use of English in the anglophone West African countries will be determined in chapter 2. Then I will give an overview about the development of the two most important varieties of English spoken there, namely Pidgin English (PE) and WAE. This chapter will therefore serve as a basis of knowledge for the third chapter, which is the main part of this paper and deals with the new approach of Hans-Georg Wolf (2001) to “English in Cameroon”. By showing the results of the author’s study about the extraordinary sociolinguistic situation in Cameroon on the one hand and the lexical peculiarities of CamE on the other hand, I will support his main thesis, which classifies CamE as a distinct national variety within the linguistic region of West Africa. Finally, I will draw a conclusion and give proposals for further studies in this field of investigation.

Analysed from a generative perspective, the deviations are shown to derive from the fact that certain Received Pronunciation (RP) rules do not apply in CamE while others apply differently, partially or more generally, and still many others are typically Cameroonian. One of the major proposals of the book is the concept of Trilateral Process which consists of RP phonological processes symbolized by a side AA', the restructuring of the RP underlying representation (UR) into a CamE UR by AB and CamE phonological rules by BB'. The concept is applicable to other non-native Englishes.

The book is divided into two parts. Focusing on the perceptions and actions of people in the Anglophone region, Atanga argues that what has come to be called the 'Anglophone Problem' constitutes one of the severest threats to the post-colonial nation-state project in Cameroon. As a linguistic and cultural minority, Anglophone Cameroonians realised that the Francophone-led state and government were keener in assimilation than in implementing the federal and bilingual nation agreed upon at reunification in 1960. Calls for national integration became simply a subterfuge for the assimilation of Anglophones by Francophones who dominated the state and government. The book details the various measures undertaken to exploit the Anglophone regionís economy and marginalise its people. Principally the economic structures meant to facilitate self-reliant development were undermined and destroyed. Institutionalised discrimination took the form of the exclusion of Anglophones from positions of real authority, and depriving the region of any meaningful development. With the advent of multi-party politics, most Anglophone Cameroonians increasingly have made vocal demands for a return to a federation, in order to adequately guarantee their rights and recognition for them as a political and cultural minority. Actively encouraged by France, the Francophone-led regime in Cameroon has refused to yield to such demands, despite the grave danger of violent conflict and possible secession.

The specific objectives are the following: To investigate how the education system in Cameroon promotes/ support national identity and nation building, to examine how language can support nation building in Cameroon, to investigate the challenges of nation building in Cameroon. Since November 2016, Cameroon has witnessed violent conflicts due mainly to its colonially brewed linguistic cum cultural divide. What is now referred to as the ‘Anglophone Crises’ has manifested seriously in the struggle by the English-speaking minority to preserve its language, education and judiciary systems, against perceived threats of assimilation by the majority French-speaking population who tend to dominate the central government, given that they are in majority. Therefore, this work set out to show that the absence of national identities, especially in the languages and education systems adopted by Cameroonians, poses serious challenges to achieving durable peace and sustainable nation-building. A qualitative content analysis was used for the study. Content in the social studies where materials read and collected from both primary and secondary sources to determine patterns and generate themes. The study was analyzed descriptively and presented in graphs, tables, and charts, while critically the study found that although common understanding is growing across the English-speaking and French-speaking Cameroonian population, the State has done far too little to create, popularize, and mainstream concrete tokens of national identity, such that over time the evolved ‘Cameroonian’ identity progressively displaces the alien and divisive “Francophone and Anglophone” identities. Accordingly, a multi-stakeholder, all-inclusive and continuing national dialogue process should be institutionalized to construct national identities to serve pivots upon which national policies on communication, education, and adjudication are anchored. Achieving the above outcomes, however, calls for political will, sincerity of purpose, and sound diversity management and peacebuilding policy implementation capacities.
