There is no historical precedent; while the experience of the West provides attractive models of the ultimate destination, the beginning of the journey is uncharted territory. In this volume a number of leading Western economists offer the first comprehensive overview of all aspects of the economic problems facing Eastern Europe. These encompass much more than a need to dismantle rigid systems of control. A new set of social arrangements that would enable market forces to enhance productivity must be constructed--contract law, secure private property, a predictable taxation policy, a stable monetary structure, and an appropriate regulatory framework. The task is greatly complicated by the fact that the institutions of a successful market economy are highly interdependent: each functions properly only when others are also in place, but none can be put in place with one stroke. Book excerpt: Janos Kornai The collapse of the socialist system in eastern Europe and the Soviet Union is one of the major events of this century, perhaps the most important of all. The transformation now taking place is without any precedent in history. The original development of capitalism was a process that lasted for centuries. The almost total liquidation of capitalism in the countries ruled by communist parties took place-in historical terms-in a very short period of time, but it was carried out by force and repressive methods. The transformation which has now begun is diverting these countries back onto the path of capitalist development and the hope is that the process will take place much faster than the original emergence of capitalism. And another hope can be expressed: that the governments of these countries will not resort during the process to the arsenal of political violence and repression in order to speed it up. Although the post -socialist transformation is a historically unique phenomenon, some components and features of it show a similarity with other processes or events that took place under other circumstances. Other empires before the Soviet empire collapsed. The political structures of other countries took the path from dictatorship to democracy. Under other conditions, state assets have been privatized, inflation has been curbed, foreign capital has flowed in, new oligopolies have formed, and so on. The uniqueness lies in the new, specific configuration of these component processes and may other phenomena.

Book excerpt: The collaborative work of a group of distinguished European and American scholars, The Market Shock puts forward a new constructive and more humane approach to reconstructing the formerly communist economies. The reconstruction of the Central and Eastern European economies seems to resemble the 1920s more than the 1950s: inflation continues, output and employment fall and with them the living conditions of the common people. Is this decline necessary for the construction of the market economy which will bring wealth and well-being? This book argues that not only is the decline not necessary, it even may prevent the creation of a market-based economy. Current programs based on the abolition of controls and subsidies, tight management of the money supply, and the privatization of state property all work to reduce output and employment and living standards. But these programs lack positive measures to create the market relationships that would generate new production prospects. So far the policies have been ones of uncreative destruction. It is argued that an emergency program must first stabilize conditions so that people can believe in a better future. Then rather than wholesale privatization, incentive schemes must be used to make management responsible for meeting financial constraints. The other crucial component is the active creation of conditions in which new wealth will begin to be created: the context in which agents take decisions must be changed; economic and financial institutions are needed which encourage individuals to become market-makers; and the developed economies must produce the appropriate international context.
