Book excerpt: We take into account complementary sick leave compensation paid by the employer, in addition to Social Security, to re-examine the link between non-work-related sickness absence and its compensation. We use matched employer-employee panel data based on the period 2005-2008 containing information on employees' earnings, on their employers, their sick leave and their health care expenditure and a new data source describing the precise compensation scheme for each CBA. We consider three different sets of compensation variables and three different outputs and find each time a positive relationship between compensation and absence, except for executives for whom it is not significant.

Book excerpt: In order to get a more complete picture of how labor supply is affected by economic incentives, the effects on absenteeism and not just on contracted hours should be taken into account. In particular, absenteeism due to sick leave can be considerable. In this paper we examine whether the level of sick leave compensation affects sick leave behavior. Using time-series data for Sweden spanning a long period (1955-99) with numerous changes of the compensation level, we generally find strong effects of the expected sign. Reforms implying more generous compensation for sick leave tend to be associated with permanent increases in total sick leave per person employed and vice versa. These findings are reinforced in a panel study covering the 1983-91 period.

A pre-determined, piecewise linear policy rule in which the replacement rate is determined by past earnings allows identification of the effect using a regression kink design. We find a substantial and robust behavioral response. The statistically significant point estimate of the elasticity of the duration of sickness absence with respect to the replacement rate is on the order of 1.4.

A federal law reduced the legal obligation of German employers to provide 100 percent continued wages for up to sex weeks per sickness episode to 80 percent. This measure increased the ratio of employees having no days of absence by about 7.5 percent. The mean number of absence days per year decreased by about 5 percent. The reform might have reduced total labor costs by about 1.5 billion per year which might have led to the creation of around 50,000 new jobs.
