Book excerpt: The last major synthesis of our knowledge of fish migration and the underlying transport and guidance phenomena, both physical and biological, was "Fish Migration" published 16 years ago by F.R. Harden Jones (1968). That synthesis was based largely upon what could be gleaned by classical fishery-biology techni.ques, such as tagging and recapture studies, commercial fishing statistics, and netting and trapping studies. Despite the fact that Harden Jones also provided, with a good deal of thought and speculation, a theoretical basis for studying the various aspects of fish migration and migratory orientation, progress in this field has been, with a few excepti.ons, piecemeal and more disjointed than might have been expected. Thus we welcomed the approach from the NATO Marine Sciences Programme Panel and the encouragement from F.R. Harden Jones to develop a proprosal for, and ultimately to organize, a NATO Advanced Research Institute (ARI) on mechanisms of fish migration. Substantial progress had been made with descriptive, analytical and predictive approaches to fish migration since the appearance of "Fish ~ligration." Both because of the progress and the often conflicting results of research, we felt that the time was again right and the effort justified to synthesize and to critically assess our knowledge. Our ultimate aim was to identify the gains and shortcomings and to develop testable hypotheses for the next decade or two.

The heterogeneity and richness of the northern polar regions seem to have discouraged any attempt at a synthethic approach. This book has evolved from an attempt to summarize the results of 15 years of ecological and physiological research work in the Arctic - mostly on Spitsbergen. The necessity of comparing our results and the ecological conditions of Spitsbergen with other arctic regions grew into a full-sized book on arctic animal ecology. It is not meant as an exhaustive survey ofthe relevant literature. Instead I have tried to show how closely the various fields of research are interwoven, how many questions can be solved if only notice is taken of fellow scientists and their results, and how much arctic animals have in common. Book excerpt: Two events have recently improved the prospects of protecting fish and their environment in Switzerland: the acceptance of a new Federal Water Protection Law in the plebiscite of May 17th 1992, and the new Federal Legislation on Fisheries, in force since January 1st 1994. With this legal framework, the possibilities for protection of nature and landscape have now considerably improved in Switzerland. The most important aims of the Federal Law on Water Protection are to safeguard the natural habitats of the native flora and fauna and water as the habitat of aquatic organisms. This includes not only the preservation or restoration of water quality in lakes and rivers, but also, in rivers used for hydroelectricity, irrigation or as industrial or other water supplies, the maintenance of sufficient water to fulfill the minimal requirements for fish. However, good quality water in sufficient quan tities alone is not enough to guarantee the survival of fish. Intact fish habitats comprise various phYsical structures including plenty of hiding places, hunting grounds, reproduction and nursery areas within suitable distances from each other. This third aspect of conservation and restoration of aquatic habitats is a central point in the new Federal Law on Fisheries. Whereas the former versions of this law were more concerned with fishery regulations, the recent legislation defines new areas of responsibility for the federal and the cantonal governments.
