Book excerpt: Nucleus-outgrower schemes (NOSs) are supposed to be a particularly effective private-sector mechanism to support smallholder farmers and contribute towards mitigating the problematic aspects of pure large-scale agricultural investments. This discussion paper uses panel household survey data collected in two rounds in Zambia to analyse some agro-ecological and socio-economic impacts of the outgrower programme of one of the largest agricultural investments in Zambia: Amatheon Agri Zambia (AAZ) Limited. The descriptive results show that the type of participation in the programme varies across participants and components, with most participating in trainings. Econometric results suggest the following key findings. First, although the overall impact of the AAZ outgrower programme on the uptake of conservation agriculture practices is robust and promising, impacts on the adoption of other agricultural technologies is less obvious and the effect depends on the type of support provided. Second, the programme has had a significant impact on maize productivity promoted in the initial phase but not on the other crops - mainly oilseeds - promoted later. Third, the initially less productive farmers seem to benefit slightly more than already better performing ones. Fourth, although the impact on overall household security was insignificant, there is some suggestive evidence (although the effect is weak) that the programme has a positive effect on improving women's uptake of micronutrients. Finally, our findings show that the three components of the programme (trainings, seed loans and output purchases) have different effects on the adoption of sustainable agricultural practices and productivity, and to some extent on food security. Overall, the results suggest that NOSs, with all their risks, can play a role in the adoption of sustainable agricultural practices, improving farm-level agricultural technologies, providing input credit, and thereby improving productivity and smallholder livelihoods. However, this is not automatically the case, as it crucially depends on the design and management of the project; the availability of good policies and institutions governing the rules of operation; the types of crops promoted; the duration of the project; and the political commitment of host countries, among others.

The U.S. food and agriculture sector is a thriving, complex industry that has benefited from a legacy of exceptionally strong partnership with the public sector. International markets have expanded dramatically over the past 30 years, in large part due to trade liberalization and increasing demand driven by a growing global population and rising incomes. As private companies learn how to operate in key emerging markets, they gain insights, credibility, and goodwill for future investments. Although companies have a number of opportunities to collaborate with U.S. government programs, matching up with FTF priorities and target countries can be a challenge, and it can be difficult to find the right connection between FTF and a company's specific skills and goals. Going forward, maintaining and supporting the focus of FTF priorities are important, but ways must also be found to encourage investment and work in countries that, while not FTF countries, could generate strong results from private investment in the agriculture sector.

The global financial crisis that began in 2008 compounded the burden of high food prices, exacerbating the problems of hunger and malnutrition in developing countries. The tandem food price and economic crises struck amidst the massive, chronic problem of hunger and undernutrition in developing countries. National governments and international actors have taken a variety of steps to mitigate the negative effects of increased food prices on particular groups. The recent abrupt increase in food prices, in tandem with the current global economic crisis, threatens progress already made in these areas, and could inhibit future efforts. The Institute of Medicine held a workshop, summarized in this volume, to describe the dynamic technological, agricultural, and economic issues contributing to the food price increases of 2007 and 2008 and their impacts on health and nutrition in resource-poor regions. The compounding effects of the current global economic downturn on nutrition motivated additional discussions on these dual crises, their impacts on the nutritional status of vulnerable populations, and opportunities to mitigate their negative nutritional effects.

Book excerpt: This paper brings structure to the discussion of private-sector engagement in nutrition by clarifying different models of engagement, reviews the evidence base on public-private partnerships (PPPs) for the reduction of undernutrition, and outlines some potential ways forward. We find that there are few independent, rigorous assessments of the impact of commercial-sector engagement in nutrition. Considerable caution is thus warranted when assessing PPPs in nutrition. Looking forward, future progress requires that the private sector recognize that past and current actions by some firms have created an environment of mistrust. It requires that the public sector accept that sustainable PPPs are those which permit private firms to generate profits. There is significant scope for the private sector to drive innovations that could reduce undernutrition, and, more speculatively, there may be scope for the private sector to act as a financier. Underpinning all these efforts must lie open discussions of the objectives, roles, and expectations of all parties along with potential conflicts of interest; an open space or platform where issues and challenges can be discussed and addressed; incentives for the private sector to take on pro-nutrition roles; strong, transparent, and well-enforced monitoring processes; and serious, independent evaluations of these activities.

It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

The PSNP4 programme supports food insecure households through two components: a cash transfer component that requires the recipient to participate in public work activities or to comply with soft conditionalities on access to social and health services; and a livelihood support component. This evaluation report presents the impacts of PSNP/IN-SCT on productive outcomes ranging from crop and livestock production to labour supply, non-farm businesses, use of inputs and the like. The report is part of a wider evaluation study that brings together IFPRI, the Institute of Development Studies (IDS) at University of Sussex and Cornell University. While these organizations set up the study design and focused their analyses of impacts on outcomes related to food security, hygiene, access to health services and nutritional status, FAO has contributed by analysing the productive impacts of the programme. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
