The study employed both descriptive and explanatory research design and used structured questionnaire as data gathering tools for the sample population; interview and document observation was also employed to supplement questionnaire. The total sample size was 172 out of which 161 questionnaires were completed and 6 out of 8 interviewees have been participated and included in the analysis part. The responses of respondents were analyzed. Organization is a group of individuals who work together to achieve specific goals. It is a cultural phenomenon and every organization has its own culture that may separate it from other organizations. These activities have outcomes for organizational members, the organization itself, and for the society. The essence of organizations revolves around the development of shared meanings, beliefs, values and assumptions that guide and are reinforced by organizational behavior. These shared meanings, values and assumptions represent organizational culture. As for the people is defined character, for organizations can also be defined character. Organizational culture is constituent of character of any organization, organizations as well humans can be conservative, creative, timid, learning etc. Most of the time core values of the organization is largely considered as strong culture of the organization whenever members are accept the major core values and have greater commitment to them shows the organization will have strong culture. Strong culture has greater impact on individuals' behavior and cause of greatly reduced employee relocation. Strong culture leads to confirmation and high agreement among the members of the organization

It becomes an increasingly important factor for organizational survival in the current dynamic environment. Customer satisfaction is one measurement of organizations performance based on the quality of services provided. This study tries to examine the effect of organizational culture on customer satisfaction in Yeka Sub City Small Tax Payers’ Office. The employed semi-structured questionnaire as data gathering tools for the sample population and non-participant observation was also employed as data gathering tool to supplement questionnaire. The total sample size was 249 out of which 232 questionnaires were completed and included in the analysis part. The responses of respondents were analyzed using descriptive statistics and narration. SPSS software was used in analyzing the collected data. The results of analysis showed mixed responses. The correlation coefficients show that all independent variable were found to be positively correlated with customer satisfaction though there is a discrepancy in their strength. Moreover, multiple regression analysis was used to determine the effect of all independent variables on a dependent variable, customer satisfaction. And accordingly, customer satisfaction is found to be primarily predicted by higher level of reliability, tangibility, team orientation, responsiveness, customer orientation and stability of organization. Meanwhile, the employee satisfaction is mostly predicted by higher level of stability, outcome orientation and innovation and risk taking. Generally, it was found that when 65 % of observed variability in customer satisfaction can be explained by independent variables included in the study, 54 % of observed variability in employee satisfaction is found to be explained by change in independent variables included in the study organization.

Hence, the performance of public sector organizations basically depends, largely on their leadership. However, the performance of public sector organizations of Addis Ababa City Government highlighted sorts of implementation deficiencies in leading organizational performance. Accordingly, the general objective of this study was to assess challenges of leadership in leading organizational performance in Addis Ababa City Government with 4 specific objectives; those were to identify leadership challenges in leading organizational performance; to describe leadership mindset in leading performance; to assess attitudes of employees towards managing performances and assess to what extent leadership is effective in implementing good governance principles so as to enhance organizational performance. The study employed an explanatory research design with a composite of qualitative and quantitative approaches. Employees and process owners from Micro & Small Enterprise, Education, Health, Construction and Trade bureaus were selected through simple random sampling technique, while bureau heads were selected through availability sampling techniques. The data were gathered through questionnaire, interview and focus group discussion. Then, 142 sample population were selected as a sample; 136 of them were found to be valid for the analysis, as well 5 bureau heads were incorporated in the interview. Also 10 individuals of FGD were employed with process owners of the selected bureaus of the city government. Mann-Whitney U test was used to compare ordinal data across groups (leaders and employees). The result of the study shows that leaders of the city government are confronting challenges in searching innovative ways of working to improve performance, leaders are also not challenging the employees to try out new ways of doing their task as of the level expected and the leaders’ commitment to good governance is insufficient. This evinces that leaders of the city government are not effective in leading organizational performance whereby, they dearth leadership skills and awareness about the pillars of good governance and its ways of implementation.

In March 2001, Captain William Bower completed a research effort that proposed a framework model for guiding the identification and selection of knowledge management initiatives within the Air Force. The members of the Delphi committee that participated in the original research to develop the decision framework recommended that organizational culture be more emphasized. Therefore, this research effort evaluated the decision framework proposed by Captain Bower and adapted the framework by including organizational culture. To incorporate organizational culture into the framework, this research identified cultural factors that can be assessed to determine whether or not a given organizational culture is ready to implement knowledge management initiatives. An additional step was then added to the original decision framework; this step is focused on determining whether or not an organizations culture is knowledge friendly.

Book excerpt: The notion of organizational culture has become a matter of central importance with the great increase in the size of organizations in the twentieth century and the need for managers to run them. Like morale in the military, organizational culture is the great invisible force that decides the difference between success and failure and serves as the key to organizational change, productivity, effectiveness, control, innovation, and communication. Memory as a Moral Decision, provides a historical review of the literature on organizational culture. Its goal is to investigate the kind of world conceptualized by those who have described organizations and the kind of moral world they have in fact constructed, through its ideals and images, for the men and women who work in organizations. Feldman builds his analysis around a historically grounded concept of moral tradition. He demonstrates a central insight: when those who have written on organizational culture have addressed issues of ethics, they have ignored the past as a foundation to stabilize and maintain moral commitments. Instead, they have fluctuated between attempts to base ethics on executive rationality and attempts to escape the suffocating logic of rationalism. After an opening chapter defining the concept of moral tradition, Feldman focuses on early works on organizational management by Chester Barnard and Melville Dalton. These define the tension between ethical rationalism and ethical relativism. He then turns to contemporary frameworks, analyzing critical organizational theory and the "new institutionalism." In the final chapters, Feldman considers ethical relativism in contemporary thinking, including postmodern organization theory, the exaggerated drive for diversity, and such concepts as power/knowledge and deconstructionism. Memory as a Moral Decision is unique in its understanding of organizational culture as it relates to past, present, and future systems. Its interdisciplinary approach uses the insights of sociology, psychology, and culture studies to create an invaluable framework for the study of ethics in organizations. Steven P. Hence, purpose of this study is to investigate the measures taken to institutionalize the principles of good governance within the Ethiopian Revenues and Customs Authority (ERCA). More specifically, the study assessed the level of conceptual understanding and commitment to the principles of good governance, measures taken to create ownership of the principles; the extent to which the ERCA put in place organizational policies, standards, strategies and structures to institutionalize good governance, and measures taken to improve human resource capacity to implement the principles of good governance. In terms of scope, the study focuses on the assessment and collection of taxes from category "C" taxpayers in selected sub-city branches of the ERCA. The research is essentially a case study that uses quantitative and qualitative data gathered from primary and secondary sources to inform its findings. The bulk of the data for this study was generated from primary sources namely, the leadership and staff of the ERCA and category 'c' taxpayers as clients of the Authority. The study accessed these informants through key informant interviews, knowledge, attitude and perception (KAP) questionnaires and survey questionnaires. The basic argument made in this thesis is that even if the Ethiopian Constitution provides and guarantees common ownership of land (together with the state) to the people, this right has not been fully realized whether in terms of land accessibility, enjoyability, and payment of fair compensation in the event of expropriation. Expropriation is an inherent power of the state to acquire land for public purpose activities. It is an important development tool in a country such as Ethiopia where expropriation remains the only method to acquire land. Furthermore, the two preconditions of payment of fair compensation and existence of public purpose justifications are not strictly followed in Ethiopia. The state remains the sole beneficiary of the process by capturing the full profit of land value, while paying inadequate compensation to those who cede their land by expropriation. Secondly, the broader public purpose power of the state in expropriating the land for unlimited activities puts the property owners under imminent risk of expropriation.

The cases studies also document considerable unofficial linkages with the state judicial system, and consider the advantages as well as the limitations of customary institutions with respect to national and international law. The editor's introduction reviews the history of state law and its relations with customary law, summarises the main findings by region as well as as on inter-ethnic issues, and draws conclusions about social and legal structures, principles of organization, cultural concepts and areas, and judicial processes. The introduction also addresses the questions of inclusion and exclusion on the basis of gerontocratic power, gender, age and marginalised status, and the gradual as well as remarkable recent transformations of CDR institutions. The editor's conclusion reviews the characteristics, advantages and limitations of CDR institutions. A strong case is made for greater recognition of customary systems and better alliance with state justice, while safeguarding individual and minority rights. The editors suggest that the current context of greater decentralization opens up opportunities for pratical collaboration between the systems by promoting legal pluralism and reform, thereby enhancing local level justice delivery. The editors conclude by proposing a range of options for more meaningful partnership for consideration by policy makers, the legal profession and other stakeholders.
