Book excerpt: This book originated from the idea that performance is what really matters in business and thus in business history. Yet, surprisingly, the analysis of performances has been neglected by economic and business historians. This book is a first attempt to fill this gap and in doing so provides a totally new approach to European business history. Rather than bringing together national studies, it is based on a single database, measuring performance in eight European countries according to identical criteria. The study spans the entire twentieth century, with particular attention to five benchmark moments: the height of the first globalisation on the eve of the First World War; the late 1920s boom preceding the Great Depression; the European reconstruction of the mid-1950s; the end of 'Golden Age' in the early 1970s; and the height of the second globalisation at the turn of the twenty-first century. The analysis is based on a sample of 1,225 companies, belonging to the three major European economies, Britain, France and Germany; two large south European latecomers, Italy and Spain; two smaller north western countries, Belgium and Sweden, and one small Nordic country, Finland. Performance has been measured using two ratios of profitability: return on equity (ROE) and holding return (HR), thus providing a complementary measure of profitability, the former as seen from the firm's perspective, the latter form the investor's perspective. The book's findings, at times surprising, at once confirm and infirm widely held assumptions regarding business performance - regarding strategy and structure, ownership and control, old and new industries, emerging and advanced economies.

The international steel industry suffered a major decline after the onset of world recession in 1973, perhaps suffering more plant closures and job losses than any other sector. This book analyses the decline, surveying the various factors which have contributed to it, such as changing production strategies, changes in demand and world trade and changing regional production trends. It goes on to examine the impact of decline on steel-making communities, considering the various local, national and international initiatives to assist the affected areas and the way these initiatives have been devised and implemented. The authors conclude that none of these policies has satisfactorily resolved the crisis in the old steel producing areas and that a major crisis in these areas continues. Finally they discuss the social and political options open to these localities for the future.

The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

Each privatisation involved major challenges in terms of industrial restructuring, organising successful sales and, in a number of cases, establishing effective regulatory regimes. The policy evolved and new methods of selling and regulating were put in place that enabled further disposals to occur. Monolithic nationalised industries with their emphasis on the benefits of economies of scale, vertical integration and rationalisation, were replaced by industrial structures rooted in the importance of commercial management, risk taking and competition. In government departments and parts of the National Health Service, direct employees were replaced by private contractors, and private investment became a characteristic of public infrastructure in the form of PFI/PPP schemes. This study draws heavily on the official records of the British government, to which the author was given full access and on interviews with the leading figures involved in each of the privatisations, including ex-ministers, civil servants, business and City figures, as well as academics that have studied the subject. This book will of great interest to students of privatisation, British political history and of business and economics in general.
