Book excerpt: Excerpt from The Education of Handicapped School Children in Michigan First, let us consider \the education of the partially sighted in cities large enough to have a special class before we take up the education of these pupils in the rural districts and in the smaller cities where there are not enough such children to form a special class. From the. Point of view of education, the partially sighted child is one whose vision, even after it has been corrected as far as possible by glasses, is so defective that he cannot read ordinary print at all or without injury to vision, yet is able to read large print. The classes that have. Been formed for such children in the public schools are commonly known as conservation of Vision classes or sight saving classes. The latter name is preferable. In selecting pupils for a sight saving class there evidently is little difficulty in finding the child whose vision is so defective that he cannot even with glasses read ordinary print. The problem is to discover those pupils who are able to read print of ordinary size; yet in so doing are straining their eyes. Half the pupils in the sight saving classes of Cleveland are myopes. Book excerpt: Enacted in 1975, the Education for All Handicapped Children Act – now called the Individuals with Disabilities Education Act (IDEA) provides all children with the right to a free and appropriate public education. On the face of it, the IDEA is a shining example of law’s democratizing impulse. But is that really the case? In Disabled Education, Ruth Colker digs deep beneath the IDEA’s surface and reveals that the IDEA contains flaws that were evident at the time of its enactment that limit its effectiveness for poor and minority children. Both an expert in disability law and the mother of a child with a hearing impairment, Colker learned first-hand of the Act’s limitations when she embarked on a legal battle to persuade her son’s school to accommodate his impairment. Colker was able to devote the considerable resources of a middle-class lawyer to her struggle and ultimately won, but she knew that the IDEA would not have benefitted her son without her time-consuming and costly legal intervention. Her experience led her to investigate other cases, which confirmed her suspicions that the IDEA best serves those with the resources to advocate strongly for their children. The IDEA also works only as well as the rest of the system does: struggling schools that serve primarily poor students of color rarely have the funds to provide appropriate special education and related services to their students with disabilities. Through a close examination of the historical evolution of the IDEA, the actual experiences of children who fought for their education in court, and social science literature on the meaning of “learning disability,” Colker reveals the IDEA’s shortcomings, but also suggests ways in which resources might be allocated more evenly along class lines.

There is no group of children in the State more deserving of generous help and sympathetic treatment than the thousands burdened with severe physical handicaps. The Legislature has wisely placed the major responsibility for this work upon local public agencies. It has clearly recognized the need for local leadership and active local participation in developing an effective statewide program for physically handicapped children. TO the children's court judges throughout the State has been given the authority to issue orders providing for the physical care and education of physically handicapped children within their jurisdiction. This power has created an effective method for the development of a necessary statewide service for both rural and urban children afflicted with severe physical defects. It is important to stress the value Of such a service both from the standpoint Of local communities and the State, whereby the cost may be absorbed jointly by the county and State, whenever the parents are unable to bear the total or some portion of this expense. The Educational Finance Inquiry Commission, in making a survey of New York State in 1923, found that It was not possible, from the reports available in the State Office, to segregate the costs of various types of special work. 9 N O investigation has been found which gives any indication of the com parative costs for special education in the cities included in this study, although tabulations and comparisons of the costs of other divisions of city school systems are common procedures. Of course, a number of the larger cities have made analyses of their own costs in this field. Statistical studies of some of the atypical types have been made in recent years, but usually only one type is considered at a time rarely a comparison among the different groups Of atypical classes. Haines,10 in 1922, discussed the public-school facilities for mentally handicapped children and gave data showing the number of pupils and classes in all cities of population or over.
