Evolution, Early Experience and Human Development asserts that human development is being misshaped by government policies, social practices, and public beliefs that fail to consider basic human needs. In this pioneering volume, scientists from a range of disciplines theorize that the increase in conditions such as depression and obesity can be partially attributed to a disparity between the environments and conditions under which our mammalian brains currently develop and our evolutionary heritage. For example, healthy brain and emotional development depends to a significant extent upon caregiver availability and quality of care. These include practices such as breastfeeding, co-sleeping, and parental social support, which have waned in modern society, but nevertheless may be integral to healthy development. As the authors argue, without a more informed appreciation of the ideal conditions under which human brains/minds develop and function, human beings will continue to struggle with suboptimal mental and physical health, and as problems emerge psychological treatments alone will not be effective. The best approach is to recognize these needs at the outset so as to optimize child development. Evolution, Early Experience and Human Development puts forth a logical, empirically based argument regarding human mammalian needs for optimal development, based on research from anthropology, neurobiology, animal science, and human development. The result is a unique exploration of evolutionary approaches to human behavior that will support the advancement of new policies, new attitudes towards health, and alterations in childcare practices that will better promote healthy human development.

Book excerpt: This study examines the role of research in agricultural policy making in Malawi at a time when the Africa Union and the New Partnership for Africas Development have been seeking to promote greater evidenced-based decision making in agriculture. Drawing on both theory and actual past experiences documented in the literature, results are intended to improve our understanding of the extent to which research has played any role in influencing policy change in Malawi. This is done in the context of the evolution of the countrys fertilizer subsidy policies. Results point to some general lessons. First, strengthening the Ministry of Agricultures capacity for policy analysis and becoming more proactive in the policy process proved critical in the earlier years of Malawis long history of fertilizer subsidies. Second, the governments experience of bargaining with donors may have actually strengthened its own ability to position and assert its legitimacy in shaping policies. Third, while research may have played a historically marginal role, researchers have been able to influence policy choices whenever a window of opportunity arose for technical inputsuch as at times of crisis. However, researchers would also benefit from engaging more with the policy debates and policymaking process. Finally, while the paper draws on existing theoretical frameworks to understand the role of research in the policy process more generally, a better framework still needs to be developed in describing the standard experiences and realities of the African agricultural policy landscape.

Book excerpt: This book analyzes both the Chilean state policies on commercial aviation and the corporate history of the state-owned airline Línea Aérea Nacional (LAN) between 1929 and 1989. The book covers a transition from the early adoption of policies that were nationalist, from both the national security and economic standpoints, through the complete deregulation of the skies and the sale of the state airline to foreign capital. Both processes were implemented by army officers (Carlos Ibáñez del Campo and Augusto Pinochet, respectively). It shows that LAN’s corporate development was marked by the construction of a national aviation paradigm that, albeit initially characterized by a clear definition of nationalism with the state as preeminent, was far from static over time. As from 1929, the role of the state airline, as both a transport service provider and an instrument of public policy, was subject to review. This was due in part to Chile’s political dynamics in the twentieth century in terms of matters such as the level of consensus/dissent about the development model and the role of the state, SOEs, and the private sector in the economy. It also reflected trends in the commercial airline industry globally, technological advances and, as from the 1970s, pressures to liberalize the sector.
