Book excerpt: This book explores the relationship between democracy and the economy in contemporary political thought and policy-making. Using the concepts of economic, industrial and enterprise democracy, the author focuses on the history of Finland and Sweden during the latter part of the twentieth century. The three concepts are discussed in relation to various political groups, such as social democrats, conservatives and liberals, and the reforms that they were associated with, painting a picture of changing economic thought in the Nordic countries, and the West more generally. Arguing that the concept of democracy has evolved from representative parliamentary democracy towards ‘participation’ in civil society, this book demonstrates how the ideal of individual freedom and choice has surpassed collective decision-making. These shared characteristics between Finland, Sweden and other Western countries challenge the view that the Nordic countries have been exceptional in resisting neoliberalism. In fact, as this book shows, neoliberalism has been influential to the Nordics since the 1970s. Offering an innovative and conceptual perspective on European political history, this book will appeal to scholars interested in Nordic political history and modern European history more generally.

While colonization, protracted war and violent revolution are commonly blamed for Cambodia's failure to modernize its economy in the twentieth century, Margaret Slocomb's Economic History of Cambodia in the Twentieth Century questions whether these circumstances changed the underlying structures and relations of production. She also asks whether economic factors in some way instigated war and revolution. In exploring these issues, the book tracks the erratic path taken by Cambodia's political elite and earlier colonial rulers to develop a national economy. The book closes around 2005, by which time Cambodia had be reintegrated into both the regional and into the global economy as a fully-fledged member of the World Trade Organization. To document Cambodia's path towards a modern economy, the author draws on resources from the State Archives of Cambodia not previously referenced in scholarly texts. Important sub-themes include nationalism and religion, the secularization and institutionalization of traditional values, multiple Protestant ethics, and long continuities in history. Overall the book argues that large changes in societies cannot be explained via ‘secular’ factors alone, such as economic development or urbanization, but that factors pertaining to religion provide substantial explanatory power for understanding societal change and the resulting societal structures.

In When Small States Make Big Leaps, Darius Ornston reveals how these historically low-tech countries managed to assume leading positions in new industries such as biotechnology, software, and telecommunications equipment. In each case, countries used institutions that are commonly perceived to delay restructuring to accelerate the redistribution of resources to emerging enterprises and industries. Ornston draws on interviews with hundreds of politicians, policymakers, and industry representatives to identify two different patterns of institutional innovation and economic restructuring. Irish policymakers worked with industry and labor representatives to contain costs and expand market competition. Denmark and Finland adopted a different strategy, converting an established tradition of private-public and industry-labor cooperation to invest in high-quality inputs such as human capital and research. Both strategies facilitated movement into new high-tech industries but with distinctive political and economic consequences. In explaining how previously slow-moving states entered dynamic new industries, Ornston identifies a broader range of strategies by which countries can respond to disruptive challenges such as economic internationalization, rapid technological innovation, and the shift to services.
