NO doubt many others have a Similar experience. Their concern is primarily with an economic issue. It may be expressed by saying that men and women willing and anxious to work, because work to them is livelihood, cannot find work to do or cannot find it at a price they are willing to accept.' Two illustrations will make the point Clear. Suppose a bricklayer, who is out Of work, suddenly receives a legacy from a relative, and retires to a life Of leisure. The world ceases to trouble itself about the problem of unem ployment in his case. Suppose a widow with three tiny children loses her job as a charwoman and has to apply for relief. She is said to be unemployed, in Spite of the fact that the care Of her home and her children provides her With ample occupation.
