Two illustrations will make the point Clear. Suppose a bricklayer, who is out Of work, suddenly receives a legacy from a relative, and retires to a life Of leisure. The world ceases to trouble itself about the problem of unem ployment in his case. Suppose a widow with three tiny children loses her job as a charwoman and has to apply for relief. She is said to be unemployed, in Spite of the fact that the care Of her home and her children provides her With ample occupation.
