Between 2003 and 2013 he worked in the finance department. He was also the advisor and consultant to governmental institutions, entrepreneurs and the European Anti-Fraud Office in Brussels (OLAF). He has qualifications as an internal auditor of integrated management systems. Professor Raczkowski is a member of British Academy of Management and since 2008 he has been an associate of the Institute for Security and Development Policy in Stockholm. Friedrich Schneider is Professor of Economics at the Department of Economics at the Johannes Kepler University of Linz in Austria. He is recognized as a leading authority in the field of studies on the shadow world economy. He has conducted research and lectures, among institutions such as the Universities of Yale, Princeton, Virginia, Stockholm, Zurich, Carnegie Mellon and Aarhus. In the years 1997-1999 he was the President of the Austrian Economic Association and in 2005-2008 the President of the German Economic Association. He has advised many governments, entrepreneurs and the European Commission. He is the author or co-author of hundreds of publications, including 62 books published in many languages. Professor Schneider’s research interests focus on the theory of economic policy, finance and the analysis of economic consequences of government intervention. Book excerpt: The article deals with the problem of assurance of social and economic security in the Republic of Belarus, which has become actual in connection with transfer from the administrative system of management to the market one at the turn of XXIst century with transformation of the political and economic systems. This research project includes analysis of the existing definitions of the term 'social and economic security', based on which the author's view is substantiated, with the reader's attention drawn to the fact that the state economy is subject not only to internal changes and their effects but to influence of other states and global economy in its entirety as well, in connection therewith the national and, in particular, social and economic security has come into sharp focus. The research project is based on a hypothesis that quality and practical performance in assurance of social and economic security of the country largely depend on content and level of investigation of the security issue, in compliance with which it is carried out - from theory. The work performed has led to the conclusion that social and economic security of person is under threat if: an individual is deprived of access to production resources (land, capital, labour force, technology); if property owned by an individual, his rights and guarantees are taken away; if, in case of labour capacity loss, an individual is unable to use the rights granted to him. However the object of social and economic security is not just a person but the state as well, the society as a whole, its various spheres, economy in its entirety, its different sectors and elements, social sphere. This article is dedicated to analysis of such aspects.
