Book excerpt: This study identifies potential aviation technology development and procurement strategies, presents a general model of the options available to developing countries, and applies that model to explain Chinese procurement and aviation technology acquisition efforts over the last 60 years. The model articulates three main technology procurement avenues: purchase (buy), indigenous development (build), and espionage (steal), and three subavenues: reverse engineering (combining buy/steal and build), coproduction (combining buy and build), and codevelopment (combining buy and build, with an emphasis on build). It examines the costs, benefits, and tradeoffs inherent in each approach. Four variables influence decisions about the mix of strategies: (1) a country's overall level of economic development, in particular the state of its technical/industrial base; (2) the technological capacity of a country's military aviation sector; (3) the willingness of foreign countries to sell advanced military aircraft, key components, armaments, and related production technology; and (4) the country's bargaining power vis-avis potential suppliers.

Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. The result could be, in the very long term, the rise of China as a rival to the United States as the world's predominant power; in the nearer term, China could become a significant rival in the East Asian region. In this context, the issue for U.S. policy is how to handle a rising power, a problem that predominant powers have faced many times throughout history. It is the contention of this report that the future Sino-U.S. context will illustrate many of the problems of deterrence theory that have been discussed in recent decades; deterrence theory will be, in general, more difficult to apply than it was in the U.S.-Soviet Cold War context. The key may be to seek nonmilitary means of deterrence, i.e., diplomatic ways to manipulate the tension to China's disadvantage.

China obviously matters to the United States because of its size, its spectacular patterns of growth, its profound problems linked to rapid growth, and its military intentions. These specialists have avoided the diseases of bias, demagoguery, predispositions, and showmanship, which infect so many of the analyses of China. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.
