Book excerpt: Since the turn of the millennium, more than one million people have been killed and 2.3 billion others have been directly affected by natural disasters around the world. In cases like the 2010 Haiti earthquake or the 2004 Indian Ocean tsunami, these disasters have time and time again wrecked large populations and national infrastructures. While recognizing that improved rescue, evacuation, and disease control are crucial to reducing the effects of natural disasters, in the final analysis, poverty remains the main risk factor determining the long-term impact of natural hazards. Furthermore, natural disasters have themselves a tremendous impact on the poorest of the poor, who are often ill-prepared to deal with natural hazards and for whom a hurricane, an earthquake, or a drought can mean a permanent submersion in poverty. The Economic Impacts of Natural Disasters focuses on these concerns for poverty and vulnerability. Written by a collection of esteemed scholars in disaster management and sustainable development, the report provides an overview of the general trends in natural disasters and their effects by focusing on a critical analysis of different methodologies used to assess the economic impact of natural disasters. Economic Impacts presents six national case studies (Bangladesh, Vietnam, India, Nicaragua, Japan and the Netherlands) and shows how household surveys and country-level macroeconomic data can analyze and quantify the economic impact of disasters. Book excerpt: This book describes the iterative steps that were successfully undertaken to develop adaptation measures to climate change in two Vietnamese provinces. The methodology used to develop the scientific basis and the societal agreement of the need to adapt to climate change is applicable also to other regions in Vietnam, Asia and worldwide. The uncertainties of climate change models make it difficult to justify investments to finance protection from uncertain impacts. Setting out with the projected climate change impacts in Vietnam, which is one of the most vulnerable countries to climate change, the book describes a methodological approach to assess and evaluate local vulnerabilities of natural resources to climate change and socio-economic impacts, engaging local stakeholders in the development of locally acceptable and economically feasible adaptation measures. The methodological approach to understand the vulnerabilities and to develop climate change adaptation measures was scenario workshops that supported the communication between scientists and stakeholders. The development of climate change adaptation strategies is nearly state-of-the-art in many countries, but often there is still a large step towards implementing climate change adaptation measures on the local level. The challenge in the development of adaptation measures lies in their acceptability by local stakeholders and decision makers. Climate change adaptation measures also usually demand investments. To understand potential future risks the communication methodology was to first get a good understanding of the natural resources (mainly surface and groundwater) and their potential vulnerabilities (current and future). This was followed by developing a common understanding of current risk patterns, as well as underlying vulnerabilities and hazards. Socio-economic developments have an equally strong, and in the short term mostly even stronger, impact on the living environment and natural resources as long-term climate change impacts. The scenario workshops developed a holistic approach on current and potential future risk patterns, with a special focus on surface and groundwater quantities and qualities, natural hazards and sea level rise. Land-use planning was identified as playing a decisive role in minimizing current and future risks. Finally, first adaptation measures for two Vietnamese provinces were developed and shall be implemented over the next years. The methodology that led to these adaptation measures shall be applied in other Vietnamese provinces.

Book excerpt: The theory on the disaster impacts on firm growth is ambiguous and the empirical evidence on this topic is scarce, which hampers the design of disaster risk reduction and climate change adaptation policies. This paper estimates growth models of the impacts of natural disasters on labour, capital, and value-added growth of firms in the short run, and identifies the role of financial constraints in shaping disaster outcomes. The analysis uses a comprehensive enterprise census data (2000-2009) and also two different types of disaster measures from Vietnam: the physical intensity measures and the socioeconomic damage measures. We apply the Blundell-Bond generalized method of moments (GMM) to estimate firm level disaster impacts, and find robust evidence that natural disasters on average increase firm growth significantly. We also find stronger positive impacts in labour and output growth for more constrained firms. We argue that this occurs because financially more constrained firms substitute labour for capital during the reconstruction phase after a disaster.

Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.

Book excerpt: As natural disasters hit with increasing frequency, especially in coastal areas, it is imperative to better understand how much natural disasters affect economies and their people. This requires disaggregated measures of natural disasters that can be reliably linked to households, the first challenge this paper tackles. In particular, a methodology is illustrated to create natural disaster and hazard maps from first hand, geo-referenced meteorological data. In a second step, the repeated cross-sectional national living standard measurement surveys (2002, 2004, and 2006) from Vietnam are augmented with the natural disaster measures derived in the first phase, to estimate the welfare effects associated with natural disasters. The results indicate that short-run losses from natural disasters can be substantial, with riverine floods causing welfare losses of up to 23 percent and hurricanes reducing welfare by up to 52 percent inside cities with a population over 500,000. Households are better able to cope with the short-run effects of droughts, largely due to irrigation. There are also important long-run negative effects, in Vietnam mostly so for droughts, flash floods, and hurricanes. Geographical differentiation in the welfare effects across space and disaster appears partly linked to the functioning of the disaster relief system, which has so far largely eluded households in areas regularly affected by hurricane force winds.
