Book excerpt: The Government of Jordan has strengthened its commitment in recent years to gender equality and women's social and economic empowerment through Jordan's Renaissance Plan 2019-2020 and more recently through the preparation of the Women's Economic Empowerment Action Plan under the Mashreq Gender Facility. Furthermore, the Jordan National Commission for Women is coordinating the development of the National Women's Strategy, encompassing the government's vision of women's empowerment and the national plans that address different areas of gender equality. The note touches on societal and household level issues such as existing social norms; the enabling environment provided by the legal framework; specific constraints to women's economic activity that are pronounced in the Jordan context such as access to care provisions and transport; access to entrepreneurship and finance, with a focus on technology-enabled services; and what may be considered to attract more Jordanian women in the rural areas to engage in employment in the agriculture sector. Given the saturation of the public sector in terms of employment, the focus is specifically on areas in which the private sector may play a leading role.

But at the same time that education creates opportunities, it can introduce new hurdles for young adults beginning to build their lives. In Working Women in Jordan, anthropologist Fida J. Adely turns to college-educated women in Jordan who migrate from rural provinces to Amman for work. Building on twelve years of ethnographic research in Jordan and extensive interviews with dozens of women, as well as some of their family members, Adely analyzes the effects of developments such as expanded educational opportunities, urbanization, privatization, and the restructuring of the labor market on women's life trajectories, gender roles, the institution of marriage, and kinship relations. Through these diverse stories, Adely tracks meaningful changes in Jordanian society. Jordanian women rarely live apart from their families before marrying, except to attend university; this increase in female mobility, with the support and sometimes encouragement of families, is indicative of significant shifts in gendered expectations. The women Adely profiles are not always motivated to migrate for entirely economic reasons, but also family and personal aspirations, recent family and personal histories, and perceived marriage opportunities. These motivations often come into conflict with one another, however--for example when a family's expectations for financial help compete with personal desires for a more affluent lifestyle. Drawing on the experiences of these young women, as well as extensive analysis of broader socio-economic and demographic shifts, Adely shows how educational structures can act as both facilitators and obstacles to labor force entry. Book excerpt: In 2005 the World Bank released a gender assessment of the nation of Jordan, a country that, like many in the Middle East, has undergone dramatic social and gender transformations, in part by encouraging equal access to education for men and women. The resulting demographic picture there—highly educated women who still largely stay at home as mothers and caregivers— prompted the World Bank to label Jordan a “gender paradox.” In Gendered Paradoxes, Fida J. Adely shows that assessment to be a fallacy, taking readers into the rarely seen halls of a Jordanian public school—the al-Khatwa High School for Girls—and revealing the dynamic lives of its students, for whom such trends are far from paradoxical. Through the lives of these students, Adely explores the critical issues young people in Jordan grapple with today: nationalism and national identity, faith and the requisites of pious living, appropriate and respectable gender roles, and progress. In the process she shows the important place of education in Jordan, one less tied to the economic ends of labor and employment that are so emphasized by the rest of the developed world. Book excerpt: In the first book to address the dilemma faced by Jordanian women in the workforce, Amira El-Azhary Sonbol delineates the constraints that exist in a number of legal practices, namely penal codes that permit violence against Muslim women and personal status laws that require a husband's permission for a woman to work. Leniency in honor crimes and early marriage and motherhood for girls are other factors that extend the patriarchal power throughout a woman's life, and ultimately deny her full legal competency. Significantly, Sonbol notes that society's accepting as "Islamic" the legal constraints that control women's work constitutes a major barrier to any effort to change them, even though historically the Islamic sharia actually encourages women's work, and despite the fact that Muslim women have contributed materially to their society's economy. The author covers new ground as she effectively illustrates how Jordanian laws governing gender, family, and work combine with laws and legal philosophies derived from tribal, traditional, Islamic, and modern laws to form a strict patriarchal structure.

Book excerpt: This study evaluates whether and how information and communication technologies (ICTs) help overcome constraints to female labor force participation in Jordan. It yields insights about how women’s ICT-enabled economic participation is shaped by the normative, social, and cultural mechanisms structuring women’s livelihood trajectories in contemporary Jordan. Pursuing ICT-enabled economic participation might allow women the flexibility to work from home on their own terms and schedules, overcoming restrictions to movement and limitations on time due to expectations about their role as homemaker and caregiver. This kind of flexibility may also bode well for improving female labor force participation, although not as much as some proponents may claim. Through multiple qualitative research methods, including in-person interviews, focus groups, participant observation online and in-person of events and venues, this ethnography offers an analysis of how economic, historical, cultural, and religious structures influence women’s experiences and opportunities. The dissertation’s significant findings show that Jordan is an aid-dependent economy primarily led by Western-driven development priorities, obligations, and reform agenda. The structure of donor funding and Jordan’s current aid-dependency has led to a scenario that incentivizes Jordan to go where the donor goes and to follow the whims and current trends in the donor community. Because donor funding drives priorities, Jordan is currently prioritizing women’s entrepreneurship initiatives for economic development and women’s empowerment, including home-based online entrepreneurship and other forms of ICT-enabled work. This study found that many Jordanian women are interested in pursuing ICT-enabled work given numerous constraints to their participation outside of the home but that technology and entrepreneurship is not a one-size-fits-all solution to women’s economic participation. It also shows that while efforts to promote women’s online entrepreneurship have brought some empowerment outcomes for Jordanian women, they have instrumentalized women in the pursuit of economic development and led to the feminization of responsibility and obligation.

The youth, especially young women, are very vulnerable, facing significantly higher rates of unemployment. Productive use of this increasingly well educated portion of the labor force promises faster and more sustained economic growth for the region as a whole. In this context, MENA countries are looking at various policies and programs to change this situation. This quick note looks at a pilot program in Jordan which is attempting to tackle this challenge.

However, Jordan has the lowest female labor force participation (FLFP) in the world of a country not at war. As development practitioners working on issues related to social and economic inclusion in the Middle East and North Africa (MNA) region, we ask ourselves these questions to help us understand binding constraints that prevent excluded groups, such as women and youth, from having equal opportunity to improve their quality of life. We also ask these questions to distinguish between our own and others' perceived notion of inclusiveness. Building evidence from the field is key to enable development practitioners design more effective interventions to support female labor force participation.
