But why did states like Australia and the United States stop settling frontier lands during the twentieth century? At the same time, why did states loudly committed to decolonization like Indonesia and China start settling the lands of such minorities as the West Papuans and Uyghurs? Settling for Less traces this bewildering historical reversal, explaining when and why indigenous peoples suffer displacement at the hands of settlers. Lachlan McNamee challenges the notion that settler colonialism can be explained by economics or racial ideologies. He tells a more complex story about state building and the conflicts of interest between indigenous peoples, states, and settlers. Drawing from a rich array of historical evidence, McNamee shows that states generally colonize frontier areas in response to security concerns. Elite schemes to populate contested frontiers with loyal settlers, however, often fail. As societies grow wealthier and cities increasingly become magnets for migration, states ultimately lose the power to settle frontier lands. Settling for Less uncovers the internal dynamics of settler colonialism and the diminishing power of colonizers in a rapidly urbanizing world. This inadequacy has affected our understanding of Chinese society, its dynamics and the changing trends. Drawing upon a new perspective of competitive social repositioning, and the evidence recorded in numerous recent publications and interview data, this book seeks to re-examine the ever-changing, but under-researched, societal dynamics driving social transformations in China from 1964, when the communist heir narrative was rebranded and utilised, to 2000, when Jiang Zemin formulated the Three-Represents theory to modify the ideological political thinking of China’s ruling elites. This analysis focuses on how a high proportion of aspirational citizens have kept repositioning themselves in China’s changing distributions of social resources and social structure, how their attitudes and behaviours have been shaped over time, what characteristics of their choices are at different stages, and how their preferences have resulted in the zig-zag patterns of China’s recent social change.

Book excerpt: The United States is dependent on foreign oil to meet 63% of its petroleum demand. As China, India, Japan, and Brazil - all major importers - compete with the U.S. for this finite resource, global demand is growing rapidly. The U.S. consumes 25% of the world's oil, but owns only 4% of the world's known oil reserve. Projections indicate U.S. dependency on foreign oil will continue to increase. Vital interests affected by petroleum dependency include uncertainty of supply, influence of tyrants, rising trade deficits, projected shortage of oil reserves, and concerns of global warming. Oil dependency is an unacceptable risk to U.S. national strategy. This paper advocates independence from foreign oil by converting the national transportation fleet to biodiesel derived from algae; a domestically producible, clean burning, regenerative fuel. Biodiesel can be transported and delivered using existing infrastructure, including America's pipelines, tankers, and the 178,000 gas stations. Among the sources for biodiesel, algae may be the least favored option. Yet, they offer innate advantages as the major source of bioenergy.
