Book excerpt: This book examines the dramatic increase in automotive assembly plants in the former Socialist Central European (CE) nations of Czechia, East Germany, Hungary, Poland, and Slovakia from 1989 onwards. Enticed by relatively lower-wage labour and significant government incentives, the world’s largest automakers have launched more than 20 passenger car assembly complexes in CE nations, with production accelerating dramatically since 2001. As a result, the annual passenger car production in Western Europe declined by more than 20% between 2001 and 2015, and alternatively in the CEE it increased by nearly 170% during this period. Drawing on case studies of 25 current and former foreign-run assembly plants, the author presents a rare historical account of automotive foreign assembly plants in the CE following this dramatic geographic shift. This book will expand the knowledge of policy-makers in Europe in relation to their pursuits of FDI and will be of great interest to scholars and students of business, economic history, political science, and development.

Book excerpt: In May 2004, the fifth enlargement of the European Union saw the accession of eight Central and Eastern European states (the 'A8' countries of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia), with Cyprus and Malta joining at the same time. This was the largest expansion in the EU's history, adding ten member states and 75 million people. In January 2007, the accession of Bulgaria and Romania (the 'A2' countries) added a further 30 million people. The Committee's report examines the impact on UK business of the accession of the 'A8' and 'A2' countries, following on from two previous inquiries ("Industrial and Trade Relations with Central Europe", HCP 893, session 1997-98, (ISBN 9780105550785); and "Industrial and Trade Relations with the Baltic States", HCP 835, session 1999-2000 (ISBN 9780102524000)). The Committee's report concludes that the EU accession of these countries has been beneficial to the UK economy and business, chiefly through the plugging of gaps in the UK labour market as well as through increased opportunities for exports and investment. However, these benefits could be greater if businesses were better informed about the resulting opportunities, and the Government should consider what it can do to reduce the 'fear factor' of investing outside UK businesses' comfort zones, particularly in the new member states which are accessible to small and medium-sized companies. The Committee also highlights the importance of improving the skills base of the domestic workforce if UK business wishes to remain globally competitive.

This rapid growth has been based on large inflows of foreign direct investment (FDI) from Western Europe, North America, Japan and South Korea, and it significantly contributed to GDP growth, created thousands of new jobs, and completely transformed the previously existing automotive industry in the region. This volume offers an analysis that goes beyond uncritical celebratory accounts of this rapid growth. It is based on original, detailed firm-level research conducted by the author in Czechia and Slovakia between 2009 and 2015 that covered assembly firms and the networks of component suppliers. Book excerpt: This book presents an in-depth understanding of the transformation of modern economy in the twenty-first century by examining the interface and interplay of three key forces of contemporary global economy—Foreign Direct Investment (FDI), Multinational Enterprises (MNEs), and Global Value Chains (GVCs)—and how the emerging nexus of these forces has already ushered in revolutionary transformation in global production, investment, trade, and employment in recent decades. A distinctive feature of the book is that it situates the contemporary GVC revolution—that envisages fragmentation and dispersion of production processes across the world based on competitive costs and quality—as a natural progression of the traditional FDIs-MNEs nexus, which emphasized internationalization of production and trade in search of profits, resources, markets, or cheap labour. Moreover, the book provides a comprehensive analysis, from historical, theoretical and empirical perspectives, of both traditional FDIs-MNEs Nexus that dominated the world economy until the end of the twentieth century, and of the New Nexus of FDIs-MNEs-GVCs, that has opened grand opportunities for global prosperity by providing short-cut paths to industrialization and economic growth for less developed countries.
