Up to the present time (august, 1909) perhaps acres of land have been cleared, and it is quite probable that between and acres will be in cultivation by the first of 1910. Settlers are constantly arriving in the valley in large numbers, and towns, sugar mills, factories, and houses are being built. The first irrigation Scheme of any magnitude was put in operation about 1902, when the Brownsville Land and Irrigation Company started to grow rice. The yield of the first crop was excellent and a bright future was predicted for the rice industry, but the second crop was not so much of a success. In the growth of rice it is neces sary to keep the ground covered with water several inches in depth; and in order that it might not seep away too fast the low-lying, heavy, clay soils were chosen. These soils contain a large amount of alkali, which was rapidly concentrated at the surface by this method of culture, and it soon became evident that rice could not be profitably grown. No attempt has been made to grow rice since 1906. Since the abandonment of the rice crop, sugar cane, cotton, and truck crops have been extensively grown. The climate of this part of Texas is classed as semitropical and semiarid, in spite of the fact that the average annual rainfall at Brownsville is inches. All irrigation water comes from the Rio Grande. During the early summer months the river is fre quently dry at El Paso, and the mest of the supply for the lower part of the valley must come from the Republic of Mexico. Bulletin No. 127, San Joaquin Valley Drainage investigation-san Joaquin Master Drain, issued in pre liminary form in January 1965, was prepared in response to directives contained in Senate Concurrent Resolution No. 27, adopted by the 1963 Session of the California Legislature. While Bulletin No. 127 complied with the directives of scr No. 27, some aspects of the salt management problems were left to future study. Bulletin No. 127 described the Valley's salt management problems at that time and contained specific recommendations that a master drain from near Bakersfield to near Antioch Bridge-be constructed as a solution to the problems. Book excerpt: When The Impact of Global Warming on Texas was first published in 1995, it discussed climate change as a likely future phenomenon, predicted by scientific studies. This entirely rewritten second edition presents evidence that early climate change impacts can now be observed and identifies the threats climate change will pose to Texas through the year 2050. It also offers the hopeful message that corrective action, if taken now, can avert unmanageable consequences. The book begins with a discussion of climate science and modeling and the information that can be derived from these sources for Texas. The authors follow this with an analysis of actual climate trends in the various Texas climate regions, including a predicted rise in temperatures of 5.4 degrees F (plus or minus 1.8 F) by the end of the century. This could lead to less rainfall and higher evaporation, especially in regions that are already dry. Other important effects include possible changes in El Niño (climate variability) patterns and hurricane behaviors. Taking into account projected population growth, subsequent chapters explore likely trends with respect to water availability, coastal impacts, and biodiversity. The authors then look at the issues from a policy perspective, focusing on Texas's importance to the national economy as an energy producer, particularly of oil and gas. They recommend that Texas develop its own climate change policy to serve the goals of reducing greenhouse gas emissions, increasing energy independence, ensuring regional security, and improving management of water, air, land, and wildlife.
