Book excerpt: This report assesses the effectiveness and efficiency of the Department of Homeland Security's personnel security programs. At the creation of the Department of Homeland Security, the Office of Security was given oversight of component personnel security programs. In 2005, the Office of Security, Personnel Security Division, was instructed to develop departmental personnel security policies and procedures. Department of Homeland Security Management Directive 11080 requires components to collaborate, participate, and recognize the shared, related, and interdependent responsibility to provide effective and efficient personnel security services to the department. Department of Homeland Security personnel security offices are performing similar functions but use different policies throughout the personnel security process. Across the department, components strive to provide quality results in a timely manner but often are delayed by applicants, overwhelmed by customer service requests, restricted by database functions, and limited by information availability. The personnel security process is complicated. Application of reciprocity requires unification of Department of Homeland Security financial criteria, combination of temporary hiring requirements, and standardization of adjudication training. Further, department personnel security programs would benefit if better relationships could be established between the Office of Personnel Management and the Department of Homeland Security Chief Human Capital Office. The Department of Homeland Security personnel security program could be made more efficient and effective by consolidating the personnel security intake process, standardizing personnel security policies, and establishing better relationships. We are making 20 recommendations to improve the Department of Homeland Security's personnel security process.

Events-such as the May 2010 disclosure of classified documents to Wikileaks, the June 2013 disclosure of classified documents by a former National Security Agency contractor, and the September 2013 shooting at the Washington Navy Yard-illustrate the danger that can be posed from insider threats, which involve individuals with authorized access to government resources and information. While much attention has been paid to the processes for granting a personnel security clearance equally important are the processes governing whether individuals who have personnel security clearances should retain their access to classified information. If an individual's circumstances change in a manner that raises security concerns regarding whether he or she should continue to be entrusted with access to classified information, then processes exist to take away, or revoke, an individual's eligibility to access classified information, and for that individual to appeal that decision.

Book excerpt: Efforts to reform personnel security clearance processes should consider, among other things, the following four key factors: (1) a strong requirements-determination process, (2) quality in all clearance processes, (3) metrics to provide a fuller picture of clearance processes, and (4) long-term funding requirements of security clearance reform. In February 2008, GAO noted that a sound requirements process is important because requesting a clearance for a position in which it will not be needed, or in which a lower-level clearance would be sufficient, will increase both costs and investigative workload unnecessarily. For example, the cost of obtaining and maintaining a top secret clearance for 10 years is approximately 30 times greater than the cost of obtaining and maintaining a secret clearance for the same period. Also, changing a position's clearance level from secret to top secret increases the investigative workload for that position about 20-fold.

The Department of Homeland Security (DHS) employs a diverse staff that includes emergency responders, border patrol agents, federal air marshals, and policy analysts. These employees may be exposed to traumatic situations and disturbing information as part of their jobs. DHS is concerned that long-term exposure to stressors may reduce individual resilience, negatively affect employees' well-being, and deteriorate the department's level of operation readiness. To explore DHS workforce resilience, the Institute of Medicine hosted two workshops in September and November 2011. The September workshop focused on DHS's operational and law enforcement personnel, while the November workshop concentrated on DHS policy and program personnel with top secret security clearances. The workshop brought together an array of experts from various fields including resilience research, occupation health psychology, and emergency response. Building a Resilient Workforce: Opportunities for the Department of Homeland Security: Workshop Summary: Defines workforce resilience and its benefits such as increased operational readiness and long-term cost savings for the specified population; Identifies work-related stressors faced by DHS workers, and gaps in current services and programs; Prioritizes key areas of concern; and Identifies innovative and effective worker resilience programs that could potentially serve as models for relevant components of the DHS workforce.
