Throughout the one hundred and thirty years of the Colony's history its economy has depended to an important degree on this asset. In this book Dr T. N. Chiu describes and explains the pattern of port development in Hong Kong, where he sees the present structure of port activities as the product of a long period of economic, demographic and political developments. One of the most persistent themes is that in the laissez-faire economic environment that has prevailed in the Colony, port development is due less to internal demand than to external stimulant, which keeps changing the port's relative locational value. Development since the industrialization of the 1950S represents the culminating stage in the struggle to stay high in the emerging hierarchy of ports. The author gives a balanced estimate of what has been accomplished and evaluates the planning of specialized port development in the context of the recent technological revolution in port activities. Hong Kong's economy has in common with the trend in most developing economies a firm orientation towards overseas markets, but the more or less unique circumstance in the Colony make this book particularly welcome. It will be of interest to geographers, to all concerned with the ways in which a developing economy adjusts to changing conditions, and to those with a particular interest in the phenomenal development of Hong Kong.

Book excerpt: During the nineteenth and early twentieth centuries, the imperial powers—principally Britain, the United States, Russia, France, Germany and Japan—signed treaties with China to secure trading, residence and other rights in cities on the coast, along important rivers, and in remote places further inland. The largest of them—the great treaty ports of Shanghai and Tientsin—became modern cities of international importance, centres of cultural exchange and safe havens for Chinese who sought to subvert the Qing government. They are also lasting symbols of the uninvited and often violent incursions by foreign powers during China’s century of weakness. The extraterritorial privileges that underpinned the treaty ports were abolished in 1943—a time when much of the treaty port world was under Japanese occupation. Merchant steamers shipped cargoes and passengers between ports of the region. Hong Kong, the global port city, and the colonial ports of Saigon and Haiphong developed into major hubs for the flow of goods and people, while Guangzhouwan survived as an almost forgotten outpost of Indochina. While previous research in this field has largely remained within the confines of colonial history, this book uses the examples of French and German companies operating in the South China Sea to demonstrate the extent to which transnational actors and business networks interacted with imperial power and the process of globalisation.

A coalition of Opposition to the Communist Party of China (CPC) emerged in Hong Kong after the 1989 Tiananmen Square Incident. The Basic Law, Hong Kong's mini-constitution which took effect in 1997, defined 'one country, two systems' in Hong Kong but inadvertently installed an 'opposition politics' system that the city was unfamiliar with. Fresh out of a colonial system, Hong Kong did not have the socio-ecological system to hold politicians accountable for their policies. For more than two decades, the tug of war between the Opposition and all other politicians has been delivering inconsistent public policies raising the costs of living and income disparity while hollowing out job opportunities. As a result, the younger generations have been immensely hurt. Meanwhile, the Opposition Camp has been promoting the blame narrative that the CPC is chipping away at Hong Kong's democracy and freedom. While the narrative's empirical evidence is weak and its linkage to Hong Kong's economic grievances is absent, the Opposition Camp has fallen captive to the narrative in the sense that its legitimacy is now tied to the narrative.For more than twenty years, rallies built on the blame narrative have profoundly influenced the development of people who grew up after 1997. Furthermore, the year-long unrest has socialised many more to adopt the narrative. The younger generations have been hurt by inconsistent public policies, and on top of that, the blame narrative has robbed them of any coherent social identity; and finally, the unrest has further dimmed their future. Hong Kong is now facing the problem of how to reincorporate a significant portion among its younger generations into mainstream society. This book offers in-depth analyses of the journey, identifies government and societal failures, and suggests long- and short-term policy directions.

Its vulnerability stemmed as much from Britain's imperial decline and America's Cold War requirements as from a Chinese threat. It culminated in the little known '1957 Question', a year when the British position in Hong Kong appeared more uncertain than any time since 1949.This is the first scholarly study that places Hong Kong at the heart of the Anglo-American relationship in the wider context of the Cold War in Asia. Unlike existing works, which tend to treat British and US policies in isolation, this book explores their dynamic interactions - how the two allies perceived, responded to, and attempted to influence each other's policies and actions. It also provides a major reinterpretation of Hong Kong's involvement in the containment of China.
