Book excerpt: Excerpt from The Development of the Leeward Islands Under the Restoration, 1660-1688: A Study of the Foundations of the Old Colonial System The completion of this essay has been delayed, and its form considerably altered, by the war. At first'i intended to study the life and governorship of Sir William Stapleton, and by the summer of 1914 I had most of my material in hand. When I rediscovered my papers in 1919, and began to pick up the threads again, I 'soon realised that a biographical treatment of the subject had many drawbacks. It did not appear to give room for a careful analysis of the various problems of colonial administration which Stapleton was called upon to face. I also found that several important monographs and articles had recently been published in America which threw much light on other aspects of the subject. I therefore determined to alter my plan, and to attempt a study of the general development of the Leeward Islands during the first sixty years of their exist ence as an English colony. I have, as far as possible, verified my references again, but for any crudeness of form, or for any inaccuracies which may have crept into text or footnotes, I must ask indulgence and plead the length of time during which I have been forced to leave my work untouched. By examining conflicts relating to ethnicity and religion, controversies regarding sex and social order, and a series of virulent battles over the limits of local and imperial authority, this book depicts these West Indian colonists as skilled improvisers who adapted to an unfamiliar environment, and as individuals as committed as other American colonists to the norms and values of English society, politics, and culture.

These crises often provoked colonial reaction, indirectly by bringing forth new ideas about government. The colonies' existence was a testament to accumulated capital and population and to a widespread desire to employ both for high and mundane ends. The growth of population and production, the rise of new and the decline of old trades were important features of 17th-century American and English history. This book presents a study that brings attention back to a century when the word imperialism had not even been coined, let alone acquired the wealth of meanings it has now. The study covers the North American and West Indian colonies as well as England. Research on American sources concentrated on the main settlements of Massachusetts, Virginia, Barbados and Jamaica, their public records, printed and manuscript correspondence and local and county records. Lesser colonies such as New York, Carolina and the New England fringe settlements they have their own stories to tell. The study firstly rests on the proposition that England's empire was shaped by the course of English politics. Secondly, it argues that although imperial history was marked by tension between colonial resistance and English authority. Finally, the broad view is taken of the politics of empire aims to establish a general framework for understanding seventeenth-century colonial history. Attention has also been paid to the political writings and the "non-colonial" activities of governments and politicians.
