Book Managing Patrol Operations Program Test Design

Download or read book Managing Patrol Operations Program Test Design written by National Institute of Law Enforcement and Criminal Justice and published by . This book was released on 1980 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Selected analytic techniques and management strategies of a field test program to improve the utilization of police patrol resources are detailed. This program test design forms the basis for the field test, sponsored by the National Institute of Law Enforcement and Criminal Justice (NILECJ). The goal of each field test effort is to determine the effectiveness of the elements or program strategies outlined in the document in various settings and to examine their applicability to other jurisdictions. A number of police departments have already experimented with one or more of the elements of the patrol management program. From this previous experimentation, NILECJ has created a composite of the best approaches in the field, which are to be implemented in three police departments in cities with populations ranging from 200,000 to 450,000. The primary objectives are to assess the impact of this configuration of techniques and strategies on patrol efficiency and to determine whether the program merits widespread replication. Traditional patrol allocation strategies are reviewed and evaluated. Then a program design is outlined, with techniques and strategy options for the program's two major processes: allocating resources (matching resource allocations to workload conditions) and undertaking directed activity (analyzing crime and service-oriented problems and developing strategies to solve those problems). An evaluation design is presented for use in determining the degree to which the test program achieved its objectives and in identifying conditions which inhibit or facilitate its successful implementation. The criteria used by NILECJ in selecting suitable test sites are briefly outlined, and a selected bibliography is provided.

The second part of a two-volume prescriptive package, is directed toward assisting police departments in improving the productivity of their patrol operations, the most costly aspect of policing. Recommendations in this second report are based on a state of the art review of patrol operations in many police departments throughout the country and an assessment of recent research and commentary on patrol. Presented is a discussion of the appropriate use and effective operation of specialized patrol.

Book Managing Patrol Operations

Download or read book Managing Patrol Operations written by H. Jerome Miron and published by . This book was released on 1981 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Intended for the staff of police departments, the handbook supplements the other materials of the Managing Patrol Operations (MPO) training workshops, focusing on the management of the patrol function in municipal police departments. The handbook introduces the purpose, activities, rationale, development, and logic of the MPO training program. One chapter offers suggestions for preparing for the delivery of the program in local departments, while another presents instructions and guidelines to be followed in the actual delivery. For each of the 15 workshop sessions, the handbook presents a summary explanation of objectives, time requirements, audiovisual equipment needs, MPO resource package references, methods of presentation, room arrangements, sequence of session activities, and a presentation outline for use by the instructor. An appendix lists various diagrams of how space used in the training is to be arranged. Sample evaluation forms, which can be used at the conclusion of each training day, are provided to assess the effectiveness of the event. The concluding portion contains a detailed description of the Criminal Justice Research Utilization Program and a description of current efforts to test, in three police departments, the MPO program as a management improvement system.

Book excerpt: This report documents a computer program called the Patrol Car Allocation Model (PCAM85), which is designed to help police departments determine the number of patrol cars to have on duty in each of their geographical commands. It tells a department how to match its resources to the time-varying pattern of demands based on desired levels of performance, manpower schedules, and dispatching policies. This volume provides file specifications, installation instructions, and a listing of the program; the Executive Summary (R-3087/1-NIJ) describes PCAM in nontechnical terms; and the User's Manual (R-3087/2-NIJ) gives complete instructions for collecting data and operating the program. PCAM85 is a modernized version of a program that was written in 1975 and is documented in reports of identical titles numbered R-1786/1, R-1786/2, and R-1786/3.

Download or read book Police Allocation Manual written by Northwestern University (Evanston, Ill.). Traffic Institute and published by . This book was released on 1993 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This manual is designed to be used by municipal police agencies whose mission includes the delivery of patrol and traffic services. It may be used to determine staffing levels for a traffic division with limited patrol coverage or for a patrol division with traffic responsibilities. This version is derived from earlier editions that were based on a review of procedures currently used by state and sheriffs' departments throughout the United States and Canada. The framework and rationale presented in the manual are the result of a distillation process that identified the "best" procedures, and then modified and blended those procedures into a comprehensive model for determining appropriate patrol staffing levels and deployment patterns. The procedures in PAM will provide agencies with a logical and explicit format in which to frame requests for additional personnel and/or staff allocation. In addition, it is anticipated that it will serve as a catalyst for stimulating further discussion and research in the area of patrol staffing and allocation for law enforcement agencies.
