Book excerpt: The Naval Facilities Engineering Command (NAVFAC) is responsible for family housing at Navy activities throughout the world. The methods used by NAVFAC to estimate family housing supply and demand have not changed significantly in almost 20 years. In response to demands for greater precision and responsiveness, closer scrutiny of Navy family housing programs, and internal quality management initiatives, NAVFAC asked LMI to study the entire requirements determination process. To make this process more effective and efficient, LMI recommends that NAVFAC take action in five broad areas. First, improve the base loading system through increased automation, improved information processing, and a streamlined schedule. Second, improve the family housing survey through forms redesign, revised sampling, and more effective editing. Third, improve the military and private housing asset data through simplified data entry, updated market share estimates, and standardized market analyses. Fourth, improve the overall understanding of the process and the utilization of its inputs/outputs through better training, documentation, and communications. Finally, as a longer-term activity, develop a system design and implementation plan for converting most of the processing from mainframe to personal computers.

Book excerpt: The Defense Family Housing Program was established to provide family housing for military families when the private sector is unable to provide adequate affordable housing, or when personnel must be housed on base to ensure military readiness. DoD's policy is to rely first on the local housing market as the primary source of family housing. Funds are not programmed for military-owned or - leased family housing if the local market has the capacity to provide suitable housing. The Services (the Army, the Navy, the Air Force, and the Marine Corps) are responsible for determining their individual family housing needs. The DoD budget submission for FY 1998 included $680 million for family housing construction and improvements. DoD estimates that 67 percent of the existing family housing inventory needs renovation or replacement at a cost of $20 billion over 40 years.

Book excerpt: During the audit of the DoD Family Housing Requirements Determination, a review of the Navy's use of data to determine family housing requirements became a concern. This report discusses the Navy use of the variable housing allowance survey data to determine family housing requirements. The primary audit objective was to evaluate whether estimated housing requirements were valid and supported the need for constructing additional DoD family housing. A specific objective was to determine whether family housing requirements developed by the Naval Facilities Engineering Command were properly supported, and identified in an economical manner. We expanded our objective to include a review of the Navy's use of the variable housing allowance survey responses as it relates to the family housing requirements determination process. There were flaws in the Naval Facilities Engineering Command's use of variable housing allowance survey data for determining family housing requirements at Naval organizations. As a result, the Navy overstated the number of personnel considered as unacceptably housed by at least 25 percent. Conversion of this overstated family housing data could result in the Navy programming excessive funds for future family housing. However, after the completion of our audit field work, the Navy implemented procedures to improve the variable housing allowance survey data. Because the Navy has already implemented corrective actions, this final report contains no recommendations.

Book excerpt: GAO reviewed the Department of Defense's (DOD) program for obtaining funds to build additional housing facilities at various military installations, focusing on determining the requirements for military family housing and bachelor officer and enlisted quarters. GAO noted that: (1) DOD's 1968 request for family housing was of questionable validity principally because there was not, at the installations reviewed, a proper evaluation of existing available housing in nearby communities; (2) lack of proper evaluation of available housing at each installation precludes, in GAO's opinion, appropriate establishment of priorities of need for housing among installations, required because of the limited funds available; (3) GAO found also that the family housing studies were unnecessarily costly and complex and that DOD internal audit agencies had not been reviewing family housing requirements at the installations it reviewed; (4) GAO found a need for DOD to improve its determination of requirements for bachelor officers' quarters and barracks; and (5) DOD internal audit agencies had not been reviewing requirements for bachelor quarters at the installations.

Current Department of Defense policy is compared to both the public/private option and the downsizing of housing assets (with pay and allowance changes) option. Quantitative and qualitative issues are addressed, as are the advantages and disadvantages of each option. As a result of this analysis, this study recommends that the Department of Defense revise the Variable Housing Allowance (VHA) determination procedures, revise the housing deficit determination procedures, and eliminate the scoring of public/private ventures. Further, this study concludes that the Department of Defense has an economic justification for providing on-base housing. Efforts should be directed toward 'right-sizing' housing assets rather than downsizing, with careful scrutiny given to the revitalization backlog.
