Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. The participants and speakers to the NATO-Russia advanced research workshop on the “Ecological Risks Associated with the Destruction of nd th Chemical Weapons”, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country – and to their chemical-weapons problem – and provided the majority of active participants. In all, there were 57 participants, of which 11 dispatched from the TACIS project “The development of the chemical weapons” facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.

Book excerpt: The end ofthe Cold War opened unprecedented opportunities for reductions in weapons of mass destruction. With these opportunities came new challenges, both scientific and political. Traditionally approached by different groups, the scientific, technical and political challenges are inextricably intertwined. Agreements to dismantle and destroy chemical, nuclear and conventional weapons, after having been negotiated via diplomatic channels, require the expertise of scientists associated with their development to determine the safest and most environmentally sound methods of destruction. It is in this context that representatives from sixteen countries and five international organizations were convened jointly by NATO, the Ministry of Foreign Affairs of the Federal Republic of Germany and the State Government of North Rhine Westphalia 19-21 May, 1996 in a meeting near Bonn to take stock of worldwide efforts to destroy and dismantle chemical, nuclear and conventional weapons remaining after the end ofthe Cold War. NATO support was provided under the auspices of the NATO Science Committee's Panel on Disarmament Technologies. The conference brought together the major actors involved in the dismantlement and destruction of chemical, nuclear and conventional weapons, highlighted the substantial accomplishments achieved in this area and pinpointed the remaining technical obstacles still to be overcome. It also underlined the critical importance of transparency, data exchange and verification as indispensable preconditions for disarmament and cooperative security.

Book excerpt: Until destroyed, Russia's stockpile of chemical weapons remains a proliferation threat, vulnerable to theft and diversion. Since 1992, Congress has authorized the Department of Defense (DOD) to provide more than $1 billion for the Cooperative Threat Reduction (CTR) program to help the Russian Federation construct a chemical weapons destruction facility (CWDF) at Shchuch'ye to eliminate about 14 percent of its stockpile. Over the past several years, DOD has faced numerous challenges that have increased the estimated cost of the facility from about $750 million to more than $1 billion and delayed the facility's operation from 2006 until 2009. DOD has attributed the increase cost and schedule to a variety of factors. In this report, we (1) assess the facility's progress, schedule, and cost and (2) review the status of Russia's efforts to destroy all of its chemical weapons.

On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.

It assesses the magnitude of the challenges in destroying the world's largest chemical weapons stockpile, which is located at seven sites in western Russia. It also evaluates the environmental and international security concerns posed by the conditions at these sites and the disastrous implications of a failure of this chemical demilitarization program. The thesis then investigates the development of the pilot nerve agent destruction facility at Shchuchye, Russia, which has been the primary focus of U.S. Cooperative Threat Reduction program support to the destruction of Russia's chemical weapons. In view of the decisions by the U.S. Congress to eliminate finding for this destruction facility in FY2OO0 and FY2001, the thesis examines the apparent causes of these decisions, including concerns about Russian commitment to fill implementation of the CWC. The thesis concludes with a review of arguments for continued U.S. and allied support for the destruction of Russia's chemical weapons.
