Book excerpt: "The heated Malthusian-Bosrupian debates still rage over consequences of high population growth, rapid urbanization, dense rural populations and young age structures in the face of drought, poverty, food insecurity, environmental degradation, climate change, instability and the global economic crisis. However, while facile generalizations about the lack of demographic change and lack of progress in meeting the MDGs in sub-Saharan Africa are commonplace, they are often misleading and belie the socio-cultural change that is occurring among a vanguard of more educated youth. Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs. This book takes great care with the challenges of inadequate data and weak analytical capacity to research this incipient transition, trying to unravel some of the complexities in this vulnerable Horn of Africa country: A slowly declining population growth rates with rapidly declining child mortality, very high chronic under-nutrition, already low urban fertility but still very high rural fertility; and high population-resource pressure along with rapidly growing small urban places”

Book excerpt: Part, but not all, of the observed decline in the number of children ever born reported in the 1984 Contraceptive Prevalence Survey (CPS) and the 1988 Demographic and Health Survey (DHS) in Botswana and Zimbabwe can be attributed to differences in sample composition: Women in the 1988 survey appear to be better educated than women of the same cohort in the 1984 survey. Blanc and Rutstein argue that differences in education levels in the pairs of surveys are not significant. However, weighted Kolmogorov-Smirnov statistics, a comparison of average years of schooling, and the proportions of women who complete primary school or attend secondary school all indicate that the differences are, in fact, significant. This is true in both Botswana and Zimbabwe. Blanc and Rutstein also claim that these differences do not account for any of the observed decline in fertility between the surveys of women age 15 to 49. Their methodology follows cohorts of women rather than age-groups and thus cannot possibly address this issue. Furthermore, to interpret their results, response error and respondent education must be uncorrelated: This is a key assumption that is violated by the data. The authors stand by their conclusions and argue for caution when aggregate statistics from the CPS and the DHS are used to make projections about the course of fertility and population growth in Botswana and Zimbabwe.

Key data that are cited to support this claim are the Contraceptive Prevalence Surveys (CPS) and Demographic and Health Surveys (DHS) that were conducted in both countries. This paper examines the comparability of these data sources and finds that at least part of the observed decline in aggregate fertility rates in both countries can be attributed to differences in sample composition. In Botswana and Zimbabwe, women of the same cohort are better educated in the second survey relative to the first. Since education and fertility are negatively correlated, this fact explains part--but not all--of the observed fertility decline across the surveys. For example, it accounts for about half the decline among the cohort of women aged 25 to 34 in Zimbabwe. The DHS included a complete birth history whereas the CPS asked only summary questions about the number of children ever born. There is evidence that differences in the structure of the instruments also raise questions about the comparability of the two data sources.

This takeoff can be abetted by a demographic dividend from the changes in population age structure. Declines in child mortality, followed by declines in fertility, produce a 'bulge' generation and a large number of working age people, giving a boost to the economy. In the short run lower fertility leads to lower youth dependency rates and greater female labor force participation outside the home. Smaller family sizes also mean more resources to invest in the health and education per child boosting worker productivity. In the long run increased life spans from health improvements mean that this large, high-earning cohort will also want to save for retirement, creating higher savings and investments, leading to further productivity gains. Two things are required for the demographic dividend to generate an African economic takeoff. The first is to speed up the fertility decline that is currently slow or stalled in many countries. The second is economic policies that take advantage of the opportunity offered by demography. While demographic change can produce more, and high quality, workers, this potential workforce needs to be productively employed if Africa is to reap the dividend. However, once underway, the relationship between demographic change and human development works in both directions, creating a virtuous cycle that can accelerate fertility decline, social development, and economic growth. Empirical evidence points to three key factors for speeding the fertility transition: child health, female education, and women's empowerment, particularly through access to family planning. Harnessing the dividend requires job creation for the large youth cohorts entering working age, and encouraging foreign investment until domestic savings and investment increase. The appropriate mix of policies in each country depends on their stage of the demographic transition.

Vignettes, drawn from fieldwork, highlight the particularities of the area: the persistence of historical tensions, diverse livelihoods and complex gender relationships. The intergenerational stories of the women suggest that they live with immense and increasing adversity and that strategies to contend with them sometimes include attempts to assert control over sexual encounters and reproductive outcomes. The book contributes to a continuing debate on how changing socio-economic conditions could influence prospects for and the nature of fertility transition in African countries. The study concurs with alternative arguments that shifts toward lower levels of fertility might be due, in certain contexts, to experiences of severe hardship rather than favourable economic circumstances. Instead of seeking security and risk-aversion through bearing many children the response of indigent women in this area has been largely to resist reproduction, at particular stages of their lives, whilst using sexual relationships and child-bearing as strategies to manipulate and secure resources. In reflecting on methodological approaches, the book draws attention to the limitations of survey research in efforts to elicit 'accurate' representations of reproductive behaviour and fertility preferences, and emphasises the usefulness of more engaged, qualitative and long-term fieldwork endeavours in building substantive insights on women's familial and reproductive lives.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.
