Participation in conventional forms of politics has declined markedly, and the ability of institutions such as political parties and trade unions to deliver social mobility is being eroded. Instead, Scandinavians are turning towards single issue participation and 'small democracy' in the workplace or in public sector service institutions. The scenario is that of a 'spectator democracy' with engaged and conscious spectators who lack the long-term political commitment to engage actively in 'big democracy'. Also, Scandinavian citizenship is challenged by structural unemployment, EU membership, and immigration. This book deals with the details of these processes and in particular how they have affected political participation, identity and social polarization.

An international group of scholars critically address the state of civic and citizenship education in the four Nordic countries that participated in the IEA International Civic and Citizenship Education Study (ICCS) in 2009 and 2016. The findings are of particular relevance to educators at all levels, from school education through to teacher education. Nordic countries have long traditions of democracy and their students have performed relatively well in the ICCS assessments. Nonetheless, citizenship education continues to evolve and has received increasing attention in recent educational reforms, indicating policymakers understanding that schools play an important role in establishing democratic values among future citizens. Data from ICCS can be used to analyze, discuss, and reflect on the status of civic and citizenship education and can contribute to the discourse on the potential role of education in contributing to sustainable democracies for a common future. However, teaching citizenship and learning democracy are two different things. While young people can be taught about democracy in school, it is vital that schools work together with the wider community in which youth operate to strengthen civic understanding and values for all young people regardless of their social and economic background.

The first one is the democratic idea of representative government, based on elections by general suffrage. The second is the nation-state principle which says that the world is divided into sovereign states and that only those who are citizens can claim a right to take part in political life, in other words that foreign citizens are not allowed to participate in political elections. Democracy is honoured almost everywhere, at least as a principle, but the modern system of states presupposes that as a general rule only those who are citizens are entitled to vote, to stand for election, to join parties, and to participate in political debate and give voice to their political demands and interests. Both these basic political principles are young, and their pre sent confrontation is therefore also new to us.

Since the mid-1970s, however, the Nordic countries have moved in different directions. Today, the Nordic countries represent the entire continuum in European citizenship policies – from liberal Sweden to restrictive Denmark, with the other Nordic neighbors in between. This report reviews the historical development and the current citizenship regime in the five Nordic countries, it provides statistics on the acquisition and loss of citizenship in each country over the past 10-15 years, and it offers a comparative analysis of the divergent development of citizenship law in the 2000s. The concluding chapter discusses possible consequences of the different citizenship regimes and the prospects for strengthened cooperation between the Nordic countries in the area of citizenship law.

The study shows that although interest in politics has increased in the region since 2002, there is no discernible trend with regard to trust in national parliaments or trust in politicians. Compared with the rest of Europe, those living in the Nordic Region have a high level of trust in the European Parliament. Interest in politics in the region is also greater than in the rest of Europe. This report is authored by the policy analysis unit at the Secretariat to the Nordic Council of Ministers. It forms part of the unit’s report series exploring current key topics from a Nordic perspective.

A lot has been written about socio-economic and cultural backgrounds of democratic regimes as well as their institutional settings. By contrast, not much is known about the political manoeuvres and speech acts by which 'democracy' has been tied to particular regions and cultures in concrete historical situations. This book discusses a series of efforts to rhetorically produce a particular Nordic version of democracy. It shows that the rhetorical figure 'Nordic democracy' was a product of the age of totalitarianism and the Cold War. It explores the ways in which 'Nordic democracy' was used, mainly by the social democrats, to provide the welfare politics with cultural and historical legitimacy and foundations. Thus, it also acknowledges the ideological and geopolitical context in which the 'Nordic welfare state' was conceptualised and canonised. The contributors of the book are specialists on Nordic politics and history, who share a particular interest in political rhetoric and conceptual history.

The reason is simple. At first glance, Nordic countries seem to have everything liberals want to see in America: equal income distribution, good health, low levels of poverty, and thriving economies, all co-existing with big welfare states. By copying Nordic policies, many in the American left hope to transform America to a similar socialist "utopia." In Debunking Utopia, Swedish author Nima Sanandaji explains why this is all wishful thinking. Certainly, some aspects of Nordic welfare states, such as childcare provision, merit the admiration of liberals. But overall, it is a unique culture based on hard work, healthy diets, social cohesion and high levels of trust that have made Nordic countries successful. Sanandaji explains how the Nordic people adopted this culture of success in order to survive in the unforgiving Scandinavian climate. He systematically proves that the high levels of income equality, high lifespans and other signs of social success in the Nordics all predate the expansion of the welfare state. If anything, the Nordic countries reached their peak during the mid-twentieth century, when they had low taxes and small welfare states. Perhaps most astonishing are his findings that Nordic-Americans consistently outperform their cousins who live across the ocean. People of Nordic descent who live under the American capitalist system not only enjoy higher levels of income, but also a lower level of poverty than the citizens of the Nordic countries themselves. Sanandaji's previous writings on the roots of Nordic success have gained media attention around the world and been translated into many languages. Debunking Utopia, which expands on this work, should be read by all—liberals and conservatives alike—who follow the debate over the future of American welfare. As Sanandaji shows, there is much Americans can learn from both the successes and failures of Nordic-style social democracy.
