Pundits, journalists, voters, and scholars frequently complain that such ads undermine elections and even democratic government itself. But John G. Geer here takes the opposite stance, arguing that when political candidates attack each other, raising doubts about each other’s views and qualifications, voters—and the democratic process—benefit. In Defense of Negativity, Geer’s study of negative advertising in presidential campaigns from 1960 to 2004, asserts that the proliferating attack ads are far more likely than positive ads to focus on salient political issues, rather than politicians’ personal characteristics. Accordingly, the ads enrich the democratic process, providing voters with relevant and substantial information before they head to the polls. An important and timely contribution to American political discourse, In Defense of Negativity concludes that if we want campaigns to grapple with relevant issues and address real problems, negative ads just might be the solution.

Book excerpt: The Defense Science Board Summer Study on the Transition to and from Hostilities was formed in early 2004 (the terms of reference are contained in Appendix A) and culminated in the production of a final report and summary briefing in August of 2004. The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. The current Strategic Communication Task Force re-examined the purposes of strategic communication and the salience of recommendations in the earlier study. It then considered the following questions: (1) What are the consequences of changes in the strategic communication environment? (2) What Presidential direction and strategic communication means are required? (3) What should be done about public diplomacy and open military information operations? The Task Force met with representatives from the National Security Council (NSC), White House Office of Global Communications, Department of State (DOS), Department of Defense (DOD), Broadcasting Board of Governors (BBG), and the private sector (the schedule of meetings, briefings and discussions is contained in Appendix C). Based on extensive interaction with a broad range of sectors in the government, commercial, and academic worlds, as well as a series of highly interactive internal debates, we have reached the following conclusions and recommendations.

The Air Force concisely expresses its vision as "Global Vigilance, Global Reach, and Global Power for America." Operations within each of these domains are dynamic, take place over large distances, occur over different operational timelines, and cannot be routinely seen or recorded, making it difficult for Airmen, national decision makers, and the American People to visualize and comprehend the full scope of Air Force operations. As a result, the Air Force faces increasing difficulty in succinctly and effectively communicating the complexity, dynamic range, and strategic importance of its mission to Airmen and to the American people. To address this concern, the Chief of Staff of the USAF requested that the National Academies of Sciences, Engineering, and Medicine convene a workshop to explore options on how the Air Force can effectively communicate the strategic importance of the Service, its mission, and the role it plays in the defense of the United States. Participants worked to address the issues that a diverse workforce encompassing a myriad of backgrounds, education, and increasingly diverse current mission sets drives the requirement for a new communication strategy. The demographics of today's Air Force creates both a unique opportunity and a distinct challenge to Air Force leadership as it struggles to communicate its vision and strategy effectively across several micro-cultures within the organization and to the general public. This report summarizes the presentations and discussions from the workshop.

It would not be practical to pursue these goals as land-lines now perform. Burst noises and particularly drop-outs, i.e., momentary loss of the circuit, are the problems. The city of New Orleans and the nuclear attack postulated in the Five City Study are used as a situation model. These requirements embrace communications between the central city and the MTS area, within the MTS area, between the MTS area and the adjacent communities and counties, and people-to-people civil defense communications. The additional communications, including alternative configurations needed to implement the MTS concept are tabulated in terms of telephone, radio facilities, reserve power supplies, and personnel. The added requirements under the MTS concept are compared with those under the current in-city shelter concept, and conclusions and recommendations concerning the magnitude and costs of the increased needs are stated.
