Yet just over a decade later, Russian Armenians were fully supportive of the Russian war effort. Drawing on previously untouched archival material and a range of secondary sources published in English, French, Russian and Turkish, this is the first English-language study of this drastic change in relations in the Caucasus. The Government needs to put in place - as it has not yet done - mechanisms, people, education, skills, thinking and policies which take into account both the opportunities and the vulnerabilities which cyberspace presents. Evidence received by the Committee suggested that in the event of a sustained cyber attack the ability of the Armed Forces to operate effectively could be fatally compromised due to their dependence on information and communication technology. The Committee has asked the Government to set out details of the contingency plans it has in place should such an attack occur. If it has none, it should say so - and urgently create some. The Committee was impressed by aspects of the co-operation and joint working between the MoD and private sector contractors. It welcomed the Government's commitment to foster a vibrant and innovative cyber security sector in the UK including a distinct role for the MoD to deliver military capabilities both to confront high-end threats and to provide a potential offensive capability. The opportunity created by cyber tools and techniques to enhance the military capabilities of our Armed Forces is clear. The MoD needs to explore this thoroughly. For this reason, the Committee supports the use of National Cyber Security Programme funding to develop these capabilities, but also wish to be assured that the MoD will maintain its investment in existing defence intelligence services which provide a vital UK cross-government capability

Decades later, Habré was finally prosecuted for his role in these atrocities not in his own country or in The Hague, but across the African continent, at the Extraordinary African Chambers in Senegal. By some accounts, Habré's trial and conviction by a specially built court in Dakar is the most significant achievement of global criminal justice in the past decade. Simply creating a court and commencing a trial against a deposed head of state was an extraordinary success. With its 2016 judgment, affirmed on appeal in 2017, the hybrid tribunal in Senegal exceeded expectations, working to deadlines and within its budget, with no murdered witnesses or self-dealing officials. This book details and contextualizes the Habré trial. It presents the trial and its impact using a novel structure of first-person accounts from 26 direct actors (Part I), accompanied by academic analysis from leading experts on international criminal justice (Part II). Combined, these views present both local and international perspectives through distinct but inter-locking parts: empirical source material from understudied actors both within and outside the court is then contextualized with expert analysis that reflects on the construction and work of: the Extraordinary African Chamber (EAC) as well as wider themes of international criminal law. Hence, the Ghent Bar Association, the Bar Association of The Hague, and Ghent University have joined forces, exploring and addressing these challenges during an international conference held in Ghent in November 2012. This book examines the various topics presented at the conference. Whereas international criminal tribunals - especially the International Criminal Court (ICC) - should play an exemplary role when it comes to the right to fair trial and adequate access to a lawyer, reality proves to be troublesome. In this respect, the book addresses key issues: What is the status quaestionis of the defense position and procedural rights before international criminal tribunals, more specifically the ICC? Has the Rome Statute lived up to its expectations after a decade of its application? Can defense before international tribunals keep functioning without a Bar? What are the needs for such a defense to be adequate, knowing that it balances on the borderline between the Anglo-Saxon legal system and the Northern European system? At the same time, defense and procedural rights are developing as a result of different EU Directives which have been or are now being negotiated. Book excerpt: The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.
